About this opportunity

Tulare County and the California Department of Developmental Services are seeking a contractor to replace six existing sliding door systems at the Porterville Developmental Center's Administration building and second floor east wing through Invitation for Bid (IFB) PR259012. The project requires comprehensive removal and replacement of door systems with new installations featuring motion sensor openers, key card HID reader access, panic lock down capabilities, and clear tempered glass. Mandatory pre-bid site examination is scheduled for May 30, 2025, at 10:00 AM PDT, with emailed questions due by June 2, 2025, at 3:00 PM PDT. The final bid submission deadline is June 9, 2025, at 10:00 AM PDT, with a potential award date of June 18, 2025. Bidder minimum qualifications include proper licensing, comprehensive insurance coverage, and the ability to provide all materials, tools, and labor for the door replacement project. Contractors must demonstrate capability to install heavy-duty door systems designed for continuous operation, including flush panic hardware and key-controlled power switches. The contract term will run from July 1, 2025, through June 30, 2026.

The state has waived the mandatory Disabled Veteran Business Enterprise (DVBE) participation requirement but still offers preference programs for small businesses and disabled veteran-owned businesses, with a 5% preference for qualifying bidders. Contractors must submit comprehensive documentation including cost sheets, references, certifications for Darfur Contracting Act and California Civil Rights Laws, and current insurance certificates. The procurement allows for potential integration with existing key card and PBX office systems, requiring careful coordination with current facility infrastructure. While specific budget details are not explicitly stated, the contract will be awarded to the lowest responsive and responsible bidder, with actual quoted costs binding for the contract term. Bidders must comply with strict background check requirements, workplace safety protocols, and confidentiality standards, particularly given the project's location in a developmental services facility. The state reserves the right to cancel or modify the agreement if sufficient funds are not appropriated through the Budget Act, and all payments will be processed in accordance with the California Prompt Payment Act.
