About this opportunity

The Metropolitan Airports Commission is soliciting bids for operation and management of an Automated Teller Machine concession at Minneapolis-St. Paul International Airport, with bids due November 13, 2026.

The scope requires the successful bidder to develop, install, and operate a minimum of ten ATM locations across Terminal 1 and Terminal 2 (at least eight in Terminal 1, minimum two in Terminal 2), including all construction, installation, ongoing operation, maintenance, and utility costs except electricity provided by the Commission. The bidder must submit proposed ATM locations for Commission approval and comply with MAC design and construction standards and sustainability requirements.

The concession term is five years. Bidders must establish a minimum annual guarantee payment of $200,000 per year, with the option to propose higher annual guarantees in any year. The Commission will evaluate all bids using a net present value formula applied to the five-year annual guarantee amounts. Revenue sharing includes 50% of all ATM surcharges and out-of-network fees, initially set at $3.50 per transaction. The successful bidder must pay monthly rent by electronic funds transfer and submit monthly sales statements by the 15th of each month.

The bidder must maintain comprehensive insurance coverage including $1,000,000 commercial general liability per occurrence, with the Commission named as additional insured. A performance bond is required. Books and records must be maintained per Generally Accepted Accounting Principles for a minimum of six years; understatement of gross sales by 3% or more results in the lessee bearing audit costs plus attorney's fees.

Required bid submissions include an executive summary, bid deposit, executed Bid Acknowledgement Form (Exhibit A), Business and Financial Reference Form (Exhibit C), MAC Affidavit of Non-Collusion (Exhibit D), ATM Concession Bid Sheet (Exhibit E), and two copies of the bid (one labeled "NOT PUBLIC" and one "PUBLIC") if claiming trade secrets. Bids must not exceed 15 pages excluding exhibits. The successful bidder must execute a formal agreement with MAC within 30 days of receipt.
