About this file
This is a Request for Bids document issued by the Metropolitan Airports Commission for the operation and management of an Automated Teller Machine (ATM) concession at Minneapolis-St. Paul International Airport. The bid solicitation invites qualified bidders to submit proposals for providing ATM services throughout the airport's terminals and facilities. The contract encompasses the installation, operation, maintenance, and management of ATM equipment to serve airport passengers and employees. Bids must be submitted by the specified deadline, with the contract term extending through 2026 and potentially including renewal options for qualified vendors. The solicitation process includes provisions for bidder inquiries, site visits to evaluate airport locations, and evaluation of proposals based on stated criteria including financial offers and operational capability.
The pricing structure requires bidders to submit competitive bids detailing revenue-sharing arrangements, service fees, or other financial terms. The Metropolitan Airports Commission will evaluate proposals based on the bidder's experience operating ATM concessions, maintenance and service capabilities, technology infrastructure, customer service standards, and financial viability. Award consideration includes the incumbent operator's performance record if applicable. Bidders must demonstrate financial stability, adequate insurance coverage, and compliance with airport security and operational requirements. The concession agreement will specify performance standards, service level requirements, equipment specifications, and provisions for ongoing management and coordination with airport operations.

1 Notice of Request for Bids (RFB) The Metropolitan Airports Commission (“MAC”) invites the submission of bids from all interested and qualified bidders desiring to operate and manage the Automated Teller Machine (“ATM”) Concession at the Minneapolis-St. Paul International Airport (“MSP” or “Airport”). Bidders are defined as the entity that signs Exhibit A (“Bidder”).
MSP is one of the nation’s busiest airports, with over 36 million passengers a year. MSP is an international airport, a hub for Delta Air Lines, and a gateway to Minnesota, the Upper Midwest region, and 16 Fortune 500 companies that are based in Minnesota. MSP is owned and operated by the MAC, which is governed by a 15-member Board of Commissioners. Additional information about MSP is available at www.mspairport.com.
The Airport is often a visitor's first impression of the region. In this Request for Bid (“RFB”), MAC seeks a trusted partner who will bring their own expertise to provide important ATM services to business, leisure and occasional travelers. The primary focus of the bidding process is financial, but the winning bidder will be expected to bring their own expertise and insight to propose a minimum of ten (10) locations for ATMs, within the terminal environments that will maximize service to passengers, revenue to the Bidder, and revenue to MAC.
This RFB has been designed so Bidders can follow a step-by-step process from bid preparation, to submittal, evaluation and award. Bidders may not rely on any implied representations or warranties (the existence of which are hereby disclaimed), or the accuracy of projections or prospective information provided in connection with this RFB. Bidders should make independent and expert investigation and evaluation of all information provided in connection with this RFB.
IT IS IMPERATIVE THAT ALL BIDDERS READ, REVIEW AND UNDERSTAND THIS RFB AND ALL EXHIBITS
AND ATTACHMENTS. YOUR ATTENTION IS SPECIFICALLY DIRECTED TO THE DRAFT AGREEMENT
ATTACHED. SPECIFIC TERMS AND CONDITIONS OF THE AGREEMENT TO BE AWARDED UNDER THIS RFB ARE CONTAINED THEREIN. ANY REQUESTED CHANGES TO THE SAMPLE LEASE AGREEMENT MUST BE NOTED IN THE BID SUBMISSION. MAC IS NOT REQUIRED TO CONSIDER OR APPROVE ANY PROPOSED
CHANGES.

If the bidder proposes placing more than a total of ten (10) ATMs as part of this opportunity, they should include a business case for the additional machines. Attachment 3 displays a map of all current ATM locations at MSP, including those currently operated by U.S. Bank under the agreement referenced in this RFB, and those designated for operation by the banking institution awarded through a separate RFP. If the winning Bidder proposes locations that require installation of additional utilities, for example electrical work or additional telecommunications/data connections, the winning Bidder shall be responsible for the construction required to extend those utilities.
For transaction information relating to the current contract, see . MAC provides this data to assist Bidders in estimating the value of the varied locations, but Bidders need to consider many factors when estimating future ATM utilization. 7 Minnesota Government Data Practices Act
7.1 Treatment of Bid Data
The Minnesota Government Data Practices Act (MGDPA) governs all data submitted to MAC by Bidders.
Under Minn. Stat. § 13.591, once a bid is opened, the name of the bidder and the dollar amount specified in the bid become public information. No information in the bid becomes public until MAC completes its evaluation and ranks the responses. This process typically culminates when the staff mails a memo recommending a contract award to the appropriate committee of the Commission.
After MAC has completed its evaluation and ranked the responses, the evaluative data (data created or maintained by MAC as part of the evaluation process) and all of the information in the bids become public, with the exception of trade secret data.
A statement by a Bidder that their data is copyrighted or otherwise protected does not necessarily prevent public access to the data in the bid at such time that the data would otherwise become public by law.
Prior to completion of the evaluation process, Bidders are not entitled to inspect bids submitted by other Bidders or evaluative data created by MAC as part of the selection process. During that process, MAC staff, its consultants, and MAC Commissioners may be informed of the data in the bids and may view the bids. In addition, prior to completion of the evaluation process, Bidders may discuss their own bids with MAC Commissioners, but MAC Commissioners are not able to reveal the contents of the other bids.
2026 Request for Bids, Automated Teller Machine (ATM) Concession Page 13 of 31
In MAC’s public committee and commission meetings, Commissioners may discuss any trade secret information submitted in the bids to the extent reasonably necessary to conduct the business at hand.
The discussed data, however, retain their classification as nonpublic.
If the Commission rejects all responses to a bid solicitation prior to completion of the evaluation process, all bid data, other than that which was made public at the time of bid opening, remains nonpublic until a re-solicitation of the bid results in completion of the evaluation process or the Commission decides to abandon the process. If the rejection occurs after completion of the evaluation process, the data remains public. If a re-solicitation of bids does not occur within one year of the bid opening date, the remaining data then becomes public.
All of the above-mentioned paragraphs in this section are governed by Minn. Stat. § 13.591.
Bidders who believe their bids may contain data that qualify as trade secret information are directed to the following paragraphs.
In order to qualify for classification as trade secret information, the data must meet all of the provisions set forth in Minn. Stat. § 13.37, subd. 1(b). Trade secret information is defined as:
government data, including a formula, pattern, compilation, program, devise, method, a technique or process (1) that was supplied by the affected individual or organization, (2) that is the subject of efforts by the individual or organization that are reasonable under the circumstances to maintain its secrecy, and (3) that derives independent economic value, actual or potential, from not being generally known to, and not being readily ascertainable by proper means by, other persons who can obtain economic value from its disclosure or use.
Bidders who wish to maintain a classification of trade secret information with respect to any data contained in their bids must submit two versions of their bid. Each version of the bid must be conspicuously marked either “PUBLIC” or “NOT PUBLIC” on the cover page. In the not public version, Bidder should redact all data claimed to be trade secret information under Minnesota law. In addition, because the MGDPA requires MAC to justify each redaction made to a document prior to its release to the public, MAC requires that Bidder provide a redaction-by-redaction justification for the information’s classification as trade secret information. See Minn. Stat. § 13.03, subd. 3(f).
Trade secrets lose their protected status “if they are [not] the subject of efforts by the individual or organization that are reasonable under the circumstances to maintain [their] secrecy … .” Minn. Stat. § 13.37, subd. 1(b). Thus, each trade secret justification should include a description of the internal controls used by Bidder to regulate the possession, use, and dissemination of the alleged trade secret.
These controls could include: employee non-disclosure agreements, “need to know” access policies, data segregation techniques, etc.
In addition, because trade secret information must “derive[] independent economic value” from its secrecy, each justification should include evidence of the financial value of the alleged trade secret.
Evidence of this sort could include: development budgets for the secret, performance benchmarks pertaining to the secret, the secret’s place in Bidder’s intellectual property management program, expenses incurred protecting the secret, etc.
2026 Request for Bids, Automated Teller Machine (ATM) Concession Page 14 of 31
Further, MAC requests that redactions of trade secret information be made at the most granular level possible. It will generally not be sufficient for Bidder to redact entire pages, paragraphs, or even, in some cases, sentences. The MAC has created several instructions, with examples, for redacting information, which are available upon request.
Finally, because trade secret information must be the subject of reasonable efforts to maintain its secrecy, if MAC does not receive a not public version of the bid with sufficient justifications for the redactions, MAC may conclude that all data contained in the bid are public based upon the lack of efforts to maintain secrecy.
7.2 Acknowledgement
By submitting a bid, the Bidder acknowledges that all information is subject to potential disclosure under the Minnesota Government Data Practices Act (Minnesota Statutes, Chapter 13) and are subject to disclosure upon request, and agrees that MAC will have no liability for any such disclosure. Any information the responder wishes to claim as non-public must meet the definition of trade secret information as outlined in Minnesota Statute §13.37. If the responder wishes to redact any data that meets these criteria, a separate redacted version of the bid must be uploaded to the designated online portal for use in responding to data practices requests. If no redacted version is provided, the original bid document will be released in its entirety, without redactions, in response to public data requests.
In addition, the responder acknowledges that an executed agreement (including a professional services authorization) with MAC is public data in its entirety, unless otherwise noted in the agreement.
8 Title VI Solicitation Notice The MAC, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4), 28 CFR § 50.3, and 49 CFR Part 21, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, all contractors will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of the owner’s race, color, national origin, sex, creed, age, or disability in consideration for an award.
