About this opportunity

The Georgia Department of Administrative Services (DOAS), on behalf of the Georgia Department of Human Services (DHS), solicited proposals for Autism Respite Care Services under RFP 42700-DHS0000354, with proposals due December 8, 2022. This is a completed procurement; Georgia Community Support & Solutions, Inc. was awarded the contract on June 12, 2023.

The scope encompasses in-home and facility-based respite care services for families and caregivers of autism-affected children served by DHS, as well as adoptive parents and caregivers of formerly foster children with autism up to age twenty-one. Services also cover temporary behavioral health crisis relief for families with autism-affected children post-placement or post-adoption. The awardee must organize, staff, train, coordinate, and supervise service delivery.

Georgia Community Support & Solutions, Inc. achieved a final evaluation score of 842 (cost score 300.00 and validated score 542), substantially outscoring the competing offeror Ford Rich Staffing LLC (scored 324). Two additional offerors, Lapapoe LLC and Standard Homecare of Augusta LLC, were deemed non-responsive. The contract is structured as an open agency vehicle with estimated amounts subject to actual utilization rather than fixed contract values. Approved pricing includes day and evening rates at $40.00 per hour (up to 8 hours), 24-hour and overnight rates at $65.19, emergency rates at $45.00 per hour, and emergency overnight and 24-hour rates at $72.69. An Offerors Conference was held during the proposal period to allow potential suppliers to clarify requirements and service delivery expectations.
