About this opportunity
Dane County, Wisconsin, in partnership with Mattoon Village, is issuing Request for Bid (RFB 2026-RFB-005) for asphaltic concrete products to supply the Dane County Highway and Transportation Department on an as-needed basis throughout the 2026 calendar year. The procurement seeks hot mix asphalt (HMA) pavement in multiple specifications categorized by thickness (3, 4, and 5 inches), mix temperature (low, medium, and high), and binder grade (58-28), as well as cold mix materials for seasonal patching, asphaltic prime and tack coats, and other specialty asphaltic materials engineered for heavy traffic applications. Delivery is required to eight identified locations across Dane County, including facilities in Madison, McFarland, Dane, Mt. Horeb, and Deforest, with vendors able to offer materials for pickup at the plant or delivery to specified locations, including an option for off-peak hour pickups between 7 p.m. and 1 a.m. All pricing must be fixed for the contract term and include labor, materials, equipment, and shipping costs, with delivery FOB destination freight prepaid; vendors must comply with Wisconsin Standard Specifications for Road and Bridge Construction (2026 edition) and may propose alternate products for County approval. The County reserves the right to award on a per-item basis or total net bid basis, considering product availability, proximity to project sites, and hauling costs. Vendors must submit questions by February 13, 2026, at 4:00 p.m., with proposals due electronically through the County's eProcurement Portal at https://procurement.opengov.com/portal/countyofdane by February 23, 2026, at 2:00 p.m.; no formal bidders' conference or mandatory site visits are required, though vendors may request facility inspections by contacting Purchasing Officer Hazel Schuster.
No specific set-aside designations for disadvantaged enterprises are indicated in this procurement, and local vendor purchasing preferences do not apply per Dane County Ordinance 25.08. Vendors must demonstrate adequate insurance coverage prior to contract issuance, including Commercial General Liability of $1,000,000 per occurrence, Commercial/Business Automobile Liability of $1,000,000 each occurrence, Environmental Impairment Liability of $1,000,000 per occurrence, and Workers' Compensation at Wisconsin statutory limits, with Dane County named as an additional insured. Bidders must identify all plant locations from which they will supply materials and provide corresponding plant information including addresses, phone numbers, and hours of operation, with separate pricing sections required for each additional plant location. The County is not subject to federal taxes or Wisconsin state and local sales taxes but is required to pay Wisconsin excise taxes on specific products. The resulting contract shall be effective for one year from the purchase order or contract execution date, and the County reserves the right to terminate for non-appropriation of funds or vendor non-performance. No specific budget range or award value is disclosed in the procurement documents provided.
