About this file
This is a cost proposal form for Request for Bid 2026-RFB-005 issued by Dane County, Wisconsin, in partnership with Mattoon Village, for asphaltic concrete products to supply the Dane County Highway and Transportation Department on an as-needed basis throughout the 2026 calendar year. The procurement encompasses hot mix asphalt (HMA) pavement in multiple specifications categorized by thickness (3, 4, and 5 inches), mix temperature (low, medium, and high), and binder grade (58-28); cold mix materials for seasonal patching at five designated locations (Madison Shop, Badger Salt Shed, East Side Facility, Springfield Shop, and Mt. Horeb Shop); asphaltic prime and tack coats; and other specialty asphaltic materials. The bidder must indicate pricing for materials picked up at the plant or delivered to specified locations and provide plant information including addresses, phone numbers, and hours of operation for each facility from which materials will be supplied. Vendors have the option to offer off-peak hour pickups between 7 p.m. and 1 a.m. with an additional per-ton charge for special projects. Questions must be submitted by February 13, 2026, at 4:00 p.m., and completed proposals are due electronically through the County's eProcurement Portal by February 23, 2026, at 2:00 p.m. No formal bidders' conference or mandatory site visits are required, though vendors may request facility inspections. The resulting contract shall be effective for one year from the purchase order or contract execution date.
All pricing must be fixed for the contract term and inclusive of labor, delivery costs, materials, equipment, and all other expenses necessary to provide products in accordance with specifications and terms and conditions of the bid document. Vendors must complete all cells designated in the cost proposal form, entering "no bid" for any line items they are not bidding on, and must comply with Wisconsin Standard Specifications for Road and Bridge Construction (2026 edition). The County is not subject to federal taxes or Wisconsin state and local sales taxes but is required to pay Wisconsin excise taxes on specific products. Vendors must demonstrate adequate insurance coverage prior to contract issuance, including Commercial General Liability of $1,000,000 per occurrence, Commercial/Business Automobile Liability of $1,000,000 each occurrence, Environmental Impairment Liability of $1,000,000 per occurrence, and Workers' Compensation at Wisconsin statutory limits, with Dane County named as an additional insured. The County reserves the right to award on a per-item basis or total net bid basis, considering product availability, proximity to project sites, and hauling costs, and to terminate for non-appropriation of funds or vendor non-performance. No specific set-aside designations for disadvantaged enterprises are indicated in this procurement, and local vendor purchasing preferences do not apply per Dane County Ordinance 25.08. No specific budget range or award value is disclosed in the procurement documents.
