About this opportunity
Heard County Board of Commissioners in Georgia is requesting bids for asphalt resurfacing on three county road segments totaling approximately 4.75 miles, with bids due September 9, 2026 and written questions due August 28, 2026.
Bidders must hold current Georgia state contractor licensure and be prequalified and in good standing with the Georgia Department of Transportation (GDOT). All work must conform to current GDOT specifications.
The scope encompasses asphalt overlay on Notnomis Road (1.6 miles), Straylott Road (1.9 miles), and Cherry Road (1.25 miles), including traffic control, grading and shoulder work with permanent grassing, milling existing asphalt concrete pavement, placing recycled asphalt concrete with bituminous material, applying tack coat, and installing traffic stripes. Pricing proposals must include all materials, labor, supervision, transportation, and related costs.
The successful contractor must achieve substantial completion within 120 days of Notice to Proceed and final completion within 14 days thereafter. The contract shall remain in effect until project completion. Liquidated damages are assessed at $500 per day for delays in achieving substantial completion and $100 per day for delays beyond final completion.
A five percent bid bond is required at submission. The awarded contractor must provide one hundred percent performance and payment bonds, general liability insurance of $2 million, automobile liability insurance of $1 million, and workers' compensation insurance as required by Georgia law.
All bidders must comply with Georgia's Security and Immigration Compliance Act, including SAVE affidavit requirements and E-Verify participation. Answers to written questions will be posted by September 2, 2026 at 5:00 p.m. No pre-proposal meeting is scheduled. The project is funded through SPLOST 6, designated as Work Package 3.
