About this opportunity
The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is requesting bids on aerial seeding services across approximately 5,574 acres in six project areas in Iron and Kane Counties under IFB AS27-121, with bids due October 23, 2026 and work required to commence no later than November 1 and complete by November 20, 2026.
The scope encompasses aerial seeding across six distinct locations: Horse Hollow (1,195 acres), Shurtz Canyon (661 acres), Slide Canyon (1,116 acres), Yellow Jacket–Oak Flat (1,555 acres), Yellow Jacket–Willow Spring (791 acres), and Gold Springs (256 acres). Contractors must apply approximately 59,854 pounds of seed at variable application rates between 7.73 and 14.45 pounds per acre depending on location. Seeding shall be conducted by helicopter or fixed-wing aircraft equipped with GPS to document 100 percent coverage; unmanned aircraft systems and drones are prohibited. Bidders must demonstrate a minimum of five years' experience in aerial seeding and must pick up seed from the UDWR Great Basin Research Center in Ephraim, Utah. No pre-bid site visit is scheduled, though the State strongly encourages bidders to inspect project areas independently. A pre-work conference will be held at the project site prior to work commencement.
Bidding is structured on a per-acre price basis, with the winning bid extended across total project acreage to establish the total contract price. All labor, equipment, mobilization, operating costs, seed transport, and storage must be included in the per-acre bid; no fuel surcharges or price adjustments will be negotiated. Contractors must guarantee pricing through project completion. Payment will be made as one lump-sum final payment following final inspection of completed acres, with partial payments available only at the State's sole discretion with prior written approval. The contract will be awarded to the lowest responsive and responsible bidder. Minor Change Orders may modify acreage by up to ten percent without price adjustment; Major Change Orders exceeding ten percent may authorize equitable adjustments subject to State approval and a liability cap. The State reserves the right to issue Minor Change Orders modifying acreage by up to ten percent at the original per-acre bid price.
