About this opportunity

The State of Utah Division of Wildlife Resources, procuring through the State of Utah Division of Purchasing, has awarded a Request for Quotes (RFQ AS27-103) for aerial herbicide application services at Stewart Lake to SafeChem Pest at $8,052.72 total cost ($30.16 per acre), with a proposal due date of September 17, 2026 that has passed.

The scope covers aerial application of Rodeo Aquatic Herbicide across 267 acres in Jensen, Utah, to control cattail growth. The contractor must supply all chemicals and equipment and complete treatment by September 28, 2026. Operations use helicopter or fixed-wing aircraft equipped with CP nozzles (500–700 micron) and GPS technology, staged from Vernal, Utah, approximately 11 air miles from the treatment area. Application requires 3 quarts of Rodeo Herbicide per acre using 5–10 gallons of water carrier. Spraying must commence by 7:00 a.m. daily; operations suspend if wind speeds exceed 10 miles per hour. The contractor must demonstrate prior aerial herbicide application experience; negative references are grounds for bid denial. Upon completion, the contractor must provide electronic treatment coverage files in ARC GIS format, with government monitoring of GPS compliance throughout operations.

Four vendors submitted quotes: Hammond Helicopter, LLC ($13,350.00 / $50.00 per acre); SafeChem Pest ($8,052.72 / $30.16 per acre); Square4x ($17,221.50 / $64.50 per acre); and Ultimate Rotor ($18,067.89 / $67.67 per acre). Evaluation is based on lowest-cost responsiveness; only primary bids are accepted, and multiple or alternate quotes are rejected. The contractor must maintain workers' compensation insurance at statutory limits, commercial general liability of at least $1 million per occurrence and $3 million aggregate, and commercial automobile liability of $1 million per occurrence if vehicles are used. Payment is made within thirty days of receipt of correct invoice under F.O.B. Destination Freight Prepaid and Allowed terms. All questions must be submitted in writing through SciQuest.
