Summary: Scope of Work - Stewart Lake Cattail Control Aerial Herbicide Application

This is a Scope of Work document prepared by the State of Utah Division of Wildlife Resources (DWR) for a Request for Quotes (RFQ) to contract aerial herbicide application services. The project involves the aerial application of Rodeo Aquatic Herbicide across 267 acres of Stewart Lake in Jensen, Utah, to control cattail growth. The contractor must supply all chemicals and equipment, with treatment implementation required by September 28, 2026. Operations will utilize either helicopter or fixed-wing aircraft equipped with CP nozzles (500-700 micron) and GPS technology. The nearest staging airport is located in Vernal, Utah, approximately 11 air miles from the treatment area. Spraying must commence by 7:00 a.m. daily to minimize herbicide drift, with operations suspended if wind speeds exceed 10 miles per hour.

Bids shall be submitted on a cost-per-acre basis and will be evaluated based on responsiveness and objective criteria outlined in the RFQ, with the contract awarded to the lowest responsive and responsible vendor. The contractor must demonstrate prior aerial herbicide application experience, with negative references grounds for bid denial. The project requires application of 3 quarts of Rodeo Herbicide per acre using 5-10 gallons of water carrier, with aircraft weight capacity of approximately 11,000-22,000 pounds. The contractor is responsible for providing electronic treatment coverage files in ARC GIS format upon project completion, with government monitoring of GPS compliance throughout operations. All questions regarding specifications or bidding procedures must be submitted in writing through SciQuest.
