About this opportunity

Imperial County is requesting quotations for as-needed, on-call material hauling services (County Project No. 7012PWS) to transport asphalt concrete mix and aggregate materials from commercial suppliers to county road projects, with quotations due July 13, 2026 at 2:00 p.m. through the County's PlanetBids Vendor Portal.

The scope covers hauling hot or cold asphalt concrete mixes and aggregate materials for routine road maintenance and emergency response (washouts, seismic activity). Anticipated volume is approximately 50,000 tons of asphalt concrete annually. Typical assignments involve 10–12 trucks for asphalt work or 3–5 trucks for aggregate work over 1–2 consecutive workdays; vendors typically receive 3–5 business days' advance notice. Work hours are generally Monday through Friday, 7:00 a.m. to 4:00 p.m. on non-county holidays, though county-wide emergencies may require non-standard hours.

Vendors must submit fully burdened hourly rates for two truck types: bottom dump trucks with trailers for asphalt concrete delivery and construction end dumps (20 cubic yard capacity) for aggregate materials. All costs — equipment, operator compensation at California prevailing wage rates, fuel, lubricants, maintenance, insurance, overhead, profit, mobilization, demobilization, travel time, and waiting time — are embedded in the hourly rate. Billable time runs from truck departure through return to vendor dispatch location. No separate payments for mobilization, demobilization, mileage, fuel surcharges, or travel expenses.

The total annual budget for fiscal year 2026-2027 is $300,000 with no guaranteed work volume per vendor. The County reserves the right to award contracts to multiple responsive and responsible proposers and will establish a qualified vendor pool, distributing work based on project location, contractor availability, response time, equipment availability, past performance, and hourly rates. Quote validity must be a minimum of 75 calendar days from receipt. Successful vendors must provide a California DMV Motor Carrier Certificate/Permit, Certificate of Insurance, Business License, and Department of Industrial Relations registration prior to contract finalization. California State Prevailing Wage requirements, California State Division of Industrial Safety orders, OSHA regulations, and applicable state and federal laws apply.

Opportunity text

Imperial County needs reliable trucking/hauling services to pick up, haul and deliver asphalt concrete mix and/or aggregate materials from commercial material suppliers in Imperial County to various county road projects within Imperial County. The County performs routine road maintenance on a variety of unpaved and paved roads where these materials are needed. The County has limited available trucks and therefore needs to rely on private sector trucking services on an As-Needed, On-Call basis. The services may be needed for specific road maintenance projects, but also if any countywide road emergencies require materials due to wash outs, earthquake/seismic activity, or other circumstances.
