The selected team will perform site and feasibility analysis, conceptual and schematic design, design development and construction documents, cost estimating and budgeting, permitting and regulatory coordination, bidding and contractor-selection support, construction administration and quality control, and post-construction services. The project is designed to serve Utah's Urban Indian population with culturally responsive healthcare, behavioral health, education, workforce development, and community services.

Proposals will be evaluated on a 100-point scale (plus the 5-point SBE preference) with scoring criteria: completeness of RFQ response (threshold), experience with Native or Indigenous cultures (0–15 points), team qualifications and experience (0–25 points), initial approach and methodology (0–20 points), past performance and references (0–20 points), and preliminary fee range (0–20 points). Pricing should be submitted as a non-binding preliminary not-to-exceed range estimate based on 70 units and approximately 10,000 square feet of community center space. Questions are due October 16, 2026 at 5:00 p.m. MDT, with responses by October 22 and addenda by October 23. The project may be funded in whole or in part by HUD and will be subject to applicable federal procurement requirements.
