About this opportunity

The County of Bergen, New Jersey is issuing an expand-the-pool Request for Qualifications (RFQ-26-002.1) for Architectural, Engineering, Related and Miscellaneous Professional Services for fiscal year 2026, with qualification statements due electronically by February 12, 2026, at 12:00 noon. This is a pre-qualification procurement designed to identify qualified firms that may be invited to submit detailed proposals for future service requests throughout the contract period. Respondents must submit comprehensive qualification statements including executive summaries, letters of intent, administrative information detailing business organization and ownership structures, professional experience supported by at least three client references, proof of appropriate licenses, and evidence of compliance with New Jersey affirmative action requirements. Required insurance includes workers' compensation coverage with employer's liability of at least $500,000, general liability insurance of at least $1,000,000, and comprehensive automobile liability insurance of at least $1,000,000, with the County of Bergen named as an additional insured. The County will evaluate responses based on experience and reputation in the field, knowledge of the County and subject matter, availability for required meetings, and other factors deemed in the County's best interest. All respondents who previously submitted to RFQ-26-002 should not resubmit, as this solicitation specifically targets expansion of the existing vendor pool. All qualification statements and submitted materials become the exclusive property of Bergen County and will be treated as public records.

All respondents must demonstrate full compliance with New Jersey's mandatory equal employment opportunity and affirmative action requirements under N.J.S.A. 10:5-31 et seq., and must submit one of three forms of EEO/AA evidence after notification of award but prior to contract execution: a Letter of Federal Affirmative Action Plan Approval, a Certificate of Employee Information Report, or the completed Form AA-302. Additionally, vendors must complete and submit the Ownership Disclosure Certification form disclosing all stockholders holding 10 percent or more of issued and outstanding stock, the Disclosure of Investment Activities in Iran Form certifying non-involvement in prohibited Iran investment activities, the Certification of Noninvolvement in Prohibited Activities in Russia or Belarus form, and the New Jersey Business Registration Certificate. The contract term is two years unless otherwise specified, with continuation contingent upon fund availability, and payment will be made on a firm fixed-price basis with no escalation authorized without written confirmation from the contracting agent. The County reserves the right to terminate contracts for default with thirty days' written notice, for convenience with sixty days' advance notice, or for financial reasons with fifteen days' notice. While no specific award values or budget ranges are disclosed in this pre-qualification solicitation, vendors selected for the qualified roster will be positioned to compete for individual task orders and project assignments throughout the 2026 fiscal year based on the County's future professional services needs.
