About this opportunity

The City of Santa Fe is conducting a qualification-based procurement for Architectural and Engineering (A/E) Services for the Santa Fe Regional Airport Terminal Expansion project. The solicitation seeks a principal consultant to provide comprehensive A/E services, including planning and special services for airport development. Key project objectives include expanding the existing passenger terminal to accommodate projected growth, with proposed improvements encompassing additional office space, new airline gates, expanded parking, larger baggage claim areas, new rental car facilities, and enhanced passenger waiting areas. The evaluation will be qualification-based, with a total of 1,000 possible points distributed across four categories: Organizational Experience (300 points), Organizational References (200 points), Mandatory Specifications (400 points), and Oral Presentations (100 points). Critical procurement dates include a site visit on November 14, 2025, a pre-proposal meeting on November 18, 2025, and proposal submissions due by December 17, 2025, with an estimated contract award date of February 28, 2026. The procurement will be conducted under the New Mexico State Procurement Code and will require compliance with federal and state regulations, including applicable FAA grant requirements.

The procurement is open to all businesses, with an emphasis on providing opportunities for Disadvantaged Business Enterprises (DBE) and ensuring fair, competitive selection. Funding for the project will be derived from a combination of Federal Aviation Administration (FAA) grant funds and State of New Mexico legislative appropriations, with contract continuation contingent upon receiving these appropriations. The City reserves the right to award the contract in the most advantageous manner, which may include awarding to multiple offerors, selecting portions of proposals, or rejecting all proposals. Proposers must comply with Equal Employment Opportunity regulations, Civil Rights Act provisions, and other applicable federal, state, and municipal laws. While no specific incumbent vendor is mentioned, the airport currently has an existing Master Services Agreement with Molzen Corbin and is seeking additional consulting capacity. Although a specific contract value is not explicitly stated, the procurement suggests a significant infrastructure investment for terminal expansion and related airport improvements.
