About this file
This file contains a Scope of Work document and procurement notice from the City of Santa Fe, New Mexico, for Architectural and Engineering (A&E) Services related to the Santa Fe Regional Airport Terminal Expansion project. The City seeks a principal consultant to provide comprehensive A&E services, including planning and special services for airport development. The project encompasses expansion of the existing passenger terminal to accommodate projected growth, with proposed improvements including additional office space, new airline gates, expanded parking, larger baggage claim areas, new rental car facilities, and enhanced passenger waiting areas. A mandatory site visit is scheduled for November 14, 2025, followed by a pre-proposal meeting on November 18, 2025. Proposals are due December 17, 2025, with an estimated contract award date of February 28, 2026. The evaluation will be qualification-based, with 1,000 possible points distributed across four categories: Organizational Experience (300 points), Organizational References (200 points), Mandatory Specifications (400 points), and Oral Presentations (100 points).
Funding for the project derives from a combination of Federal Aviation Administration (FAA) grant funds and State of New Mexico legislative appropriations, with contract continuation contingent upon receiving these appropriations. The procurement is open to all businesses, with emphasis on providing opportunities for Disadvantaged Business Enterprises (DBE). The City currently maintains an existing Master Services Agreement with Molzen Corbin and seeks additional consulting capacity. The procurement will be conducted under the New Mexico State Procurement Code and requires compliance with federal and state regulations, including applicable FAA grant requirements, federal procurement standards under 2 CFR Part 200, Equal Employment Opportunity regulations, and Civil Rights Act provisions. The City reserves the right to award the contract in the most advantageous manner, which may include awarding to multiple offerors, selecting portions of proposals, or rejecting all proposals.
