About this file
This document is an email correspondence thread between Santa Fe Regional Airport personnel and the Federal Aviation Administration (FAA) regarding the procurement review and compliance of a Request for Proposals (RFP) for Architectural and Engineering (A&E) Services. The City of Santa Fe seeks a principal consultant to provide comprehensive A&E services for the Santa Fe Regional Airport Terminal Expansion project, with proposed improvements including additional office space, new airline gates, expanded parking, larger baggage claim areas, new rental car facilities, and enhanced passenger waiting areas. The evaluation is qualification-based rather than cost-based, utilizing a numerical rating scale with a total of 1,000 possible points distributed across Organizational Experience (300 points), Organizational References (200 points), Mandatory Specifications (400 points), and Oral Presentations (100 points). Critical procurement dates include a site visit on November 14, 2025, a pre-proposal meeting on November 18, 2025, and proposal submissions due by December 17, 2025, with an estimated contract award date of February 28, 2026. The airport requested FAA approval to ensure compliance with FAA Advisory Circular AC 150/5100-14E and New Mexico State Procurement Code Section 13-1-120, which governs qualifications-based procurement for architect and engineer services.
The procurement will exclude cost consideration from the evaluation and will be conducted as a qualifications-based selection process, with the most highly qualified consultant selected for award. The airport currently operates under an existing Master Services Agreement with Molzen Corbin (expiring May 2027) but seeks additional consulting capacity to complete multiple projects simultaneously, including Terminal Expansion, a New FAA Tower, rental car facilities, airport fuel farm improvements, and fuel station relocation. The FAA Program Manager confirmed that the RFP meets compliance requirements provided that the selection document clearly states that firm selection is based on qualifications and that the most advantageous proposal is the one receiving the highest ranking based on qualifications criteria. Funding will be derived from a combination of Federal Aviation Administration (FAA) grant funds and State of New Mexico legislative appropriations, with contract continuation contingent upon receiving these appropriations. The procurement must comply with federal and state regulations, including FAA grant assurances, federal procurement standards under 2 CFR Part 200, NMSA 1978 Chapter 13-1-120, Equal Employment Opportunity regulations, Civil Rights Act provisions, and applicable Disadvantaged Business Enterprise (DBE) participation goals.

Good afternoon Joann, Yes, the main thing is that the RFQ be based on qualifications and the selection criteria using a numerical rating scale. And then at the end of the solicitation, prepare a report that documents the procurement actions and the selection of consultant deemed most qualified.
From what I read, what you have provided looks to meet those requirements.
Thanks, Jamie Fuller, PE, PMP, C.M., ACE Program Manager / Civil Engineer Louisiana/New Mexico Airports District Office Federal Aviation Administration 10101 Hillwood Parkway Fort Worth, TX 76177 Ph: (817) 222-4332

Hi James, Please be advised we are not considering cost/pricing in this RFQ. It is solely based on mailto:James.A.Fuller@faa.gov mailto:jdlovato@santafenm.gov mailto:jdgunn@santafenm.gov mailto:jdgarduno@santafenm.gov mailto:sfgallegos@santafenm.gov qualifications as defined in NMSA 1978 Chapter 13-1-120 (see below).
In the RFQ, linked here, RFP# 26### Airport A&E Draft.docx, under Technical Specifications, we ask the Offerors to provide the following:
13-1-120. Competitive sealed qualifications-based proposals; architects;
engineers; landscape architects; surveyors; selection process.
A. For each proposed state public works project, local public works project or construction management contract, the architect, engineer, landscape architect, construction management and surveyor selection committee, state highway and transportation department selection committee or local selection committee, as appropriate, shall evaluate statements of qualifications and performance data submitted by at least three businesses in regard to the particular project and may conduct interviews with and may require public presentation by all businesses applying for selection regarding their qualifications, their approach to the project and their ability to furnish the required services.
B. The appropriate selection committee shall select, ranked in the order of their qualifications, no less than three businesses deemed to be the most highly qualified to perform the required services, after considering the following criteria together with any criteria, except price, established by the using agency authorizing the project:
(1) specialized design and technical competence of the business, including a joint venture or association, regarding the type of services required;
(2) capacity and capability of the business, including any consultants, their representatives, qualifications and locations, to perform the work, including any specialized services, within the time limitations;
(3) past record of performance on contracts with government agencies or private industry with respect to such factors as control of costs, quality of work and ability to meet schedules;
(4) proximity to or familiarity with the area in which the project is located;
(5) the amount of design work that will be produced by a New Mexico business within this state;
(6) the volume of work previously done for the entity requesting proposals which is not seventy-five percent complete with respect to basic professional design services, with the objective of effecting an equitable distribution of contracts among qualified businesses and of assuring that the interest of the public in having available a substantial number of qualified businesses is protected; provided, however, that the principle of selection of the most highly qualified businesses is not violated; and
(7) notwithstanding any other provisions of this subsection, price may be considered in connection with construction management contracts, unless the services are those of an architect, engineer, landscape architect or surveyor.

C. Notwithstanding the requirements of Subsections A and B of this section, if fewer than three businesses have submitted a statement of qualifications for a particular project, the appropriate committee may:
(1) rank in order of qualifications and submit to the secretary or local governing authority of the public body for award those businesses which have submitted a statement of qualifications; or
(2) recommend termination of the selection process pursuant to Section 13-1-131 NMSA 1978 and sending out of new notices of the resolicitation of the proposed procurement pursuant to Section 13-1-104 NMSA 1978. Any proposal received in response to the terminated solicitation is not public information and shall not be made available to competing offerors.
D. The names of all businesses submitting proposals and the names of all businesses, if any, selected for interview shall be public information. After an award has been made, the appropriate selection committee's final ranking and evaluation scores for all proposals shall become public information. Businesses which have not been selected for contract award shall be so notified in writing within fifteen days after an award is made.
Will this criteria suffice as the criteria outlined in Section 2.8 in AC 150/5100-14E with chg 1, Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects, 25 September 2015? Or is there additional information that is needed in the RFQ to be in compliance? We’ve also included other non-cost based criteria under the Organizational Experience and Mandatory Specifications sections in the RFQ. Is there anything else that may be needed from the FAA’s perspective? Is this RFQ in compliance with all FAA regulations and may the SF Airport move forward with this solicitation? If there are additional requirements or confirmation of regulations that need to be applied, your guidance on these are appreciated.
Finally, as you review this RFQ, please keep in mind that all of the information in the document will be copied into our procurement portal, OpenGov (OG) so this document is just serving as the blueprint for the formal RFQ which will be released in OG. The formatting and internal references throughout the RFQ document will be fixed once systemized. The content (meat and potatoes if you will) such as the point-based evaluation, the event schedule, the SOW and the evaluation criteria will remain the same.
Thank you.

If you don’t mind will you chime in the email I have with Jamie from FAA so he can review and if he says we are good, we can move forward, it sounds good to me but ideally it would be nice to have a confirmation email from him.

The statute on A&E services is below. We included all of the criteria it outlines. This is how we structured the first RFP. Unless the FAA has additional criteria, we’ve met the statute. If we want to add in “Qualification Technical Specifications” as the title for the specs in section IV, we can.
Let’s chat… I want to ensure they aren’t going to require a multi-phase process. The linked doc in this email has a ton of information… I’ll set up a quick meeting to discuss.
Thanks.

Hi James, The RFP we created is qualifications based. We removed any consideration of cost and it will be scored solely on technical specifications. Would it suffice if we called it an RFQ (Request for Qualifications) rather than an RFP (Request for proposals)? Or do they want us to proceed with a two-phase process to shortlist vendors for proposal submission?
Thanks.

Afternoon James, No worries, that sounds good. Just need to make sure the language in the document reads so that the selection of the firm is based on qualifications which, in turn, should work itself out through the ranking system.
Let me know if you need anything else.
Have a great weekend!

My bad we still need to fix the following:
Page 8, Section 9: This section says that “The most advantageous proposal may or may not have mailto:jdgarduno@santafenm.gov mailto:sfgallegos@santafenm.gov mailto:jdgunn@santafenm.gov mailto:jdlovato@santafenm.gov mailto:apmantle@santafenm.gov mailto:jdgarduno@santafenm.gov mailto:James.A.Fuller@faa.gov mailto:sfgallegos@santafenm.gov mailto:jdgunn@santafenm.gov mailto:apmantle@santafenm.gov received the most points”, however this selection process doesn’t follow that outlined in AC 1500/5100-14E Section 2.4 and 2.7. Using the selection criteria developed, the most advantageous proposal should be the one with the first ranking (best qualified consultant).
We still need to fix this portion, I can work with our procurement team on this and get back to you.
I will get back to you on this.

Good morning James, That sounds good, you can do that.
It looks like the MSA with Molzen Corbin expires in May 2027 (originally executed in May 2023). So, if you wanted to go out for a new MSA for a group of projects and let’s say it takes effect in early 2026, that’s when you’d specific which projects each firm would be working on.
Some airports also categorize MSAs based on the types of projects (airside vs. landside, vertical vs.
horizontal, etc.). So they may have one firm that does airside projects, and another firm that does landside projects.
It’s all about which method will work best for the airport.

Hey James, I definitely understand the concern about the current consultant’s bandwidth. Removing the projects Molzen-Corbin is already doing makes more sense (since it’s typically good practice for the same consulting firm to be involved with the design and construction).
The airport also has the option of putting out separate RFP/RFQ’s for specific projects (Refer to Section 2.9 and Figure 2-2 in the AC).
Let me know if this helps!

1. Page 8, Section 9: This section says that “The most advantageous proposal may or may not mailto:sfgallegos@santafenm.gov mailto:jdgunn@santafenm.gov mailto:jdlovato@santafenm.gov mailto:apmantle@santafenm.gov mailto:jdgarduno@santafenm.gov mailto:James.A.Fuller@faa.gov mailto:sfgallegos@santafenm.gov mailto:jdgunn@santafenm.gov mailto:apmantle@santafenm.gov have received the most points”, however this selection process doesn’t follow that outlined in AC 1500/5100-14E Section 2.4 and 2.7. Using the selection criteria developed, the most advantageous proposal should be the one with the first ranking (best qualified consultant).
Understood, we will review and update.
2. What is the purpose of this RFP? Is the airport wanting to get a new MSA for a new consultant, or advertise for a second consultant in addition to the one already contracted by the airport? A lot of the projects listed on Page 16 are pretty similar to the projects included in the current MSA, so it is unclear which firm would be doing which projects (AC 150/5100-14E Section 3.3). Sponsors must avoid the practice of selecting multiple firms and assigned project responsibility at a later date.
The purpose of this contract is to add additional MSA’s for the Airport to be able to complete multiple projects at once, right now we have Molzen-Corbin and they do not have the bandwidth to with complete everything needed at our airport in a timely manner.
Our future project lists include:
· Terminal Expansion
· New FAA Tower across the airfield
· Rental Car cleaning facility and parking for on site rental cars.
· Airport fuel farm
· Move fuel station
I would also like to have the option of utilizing a different MSA for certain projects.
I will remove the projects Molzen has already started, but the fact Molzen Corbin has lost Zach really has me concerned about certain future projects. I feel the projects we have them on right now will take some time to complete. Ideally, we would like to have a separate MSA for the top three projects on my list. Please let me know how to proceed in the process.
3. Review the Selection Criteria listed in AC 150/5100-14E Section 2.8 and see if any of these are able to be included in your RFP. Will do.

Happy Friday! Hope all is well out in Santa Fe.
I’ve had a chance to review the RFP, and have a few questions/comments:
1. Page 8, Section 9: This section says that “The most advantageous proposal may or may not have received the most points”, however this selection process doesn’t follow that outlined in AC 1500/5100-14E Section 2.4 and 2.7. Using the selection criteria developed, the most advantageous proposal should be the one with the first ranking (best qualified consultant).
2. What is the purpose of this RFP? Is the airport wanting to get a new MSA for a new consultant, mailto:James.A.Fuller@faa.gov mailto:jdgarduno@santafenm.gov mailto:sfgallegos@santafenm.gov https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.faa.gov%2FdocumentLibrary%2Fmedia%2FAdvisory_Circular%2FAC_150_5100-14E_with_chg_1.pdf&data=05%7C02%7Cjdlovato%40santafenm.gov%7C922b2bfd60b9461cf83b08de18c4f789%7C77b69f5a55ed436386164867b0bc707f%7C0%7C0%7C638975431429641278%7CUnknown%7CTWFpbGZsb3d8eyJFbXB0eU1hcGkiOnRydWUsIlYiOiIwLjAuMDAwMCIsIlAiOiJXaW4zMiIsIkFOIjoiTWFpbCIsIldUIjoyfQ%3D%3D%7C0%7C%7C%7C&sdata=iiq4x%2Foe9G%2FkzrFVypOj1uQoA78J72jfYNQtaqs1ljI%3D&reserved=0 or advertise for a second consultant in addition to the one already contracted by the airport? A lot of the projects listed on Page 16 are pretty similar to the projects included in the current MSA, so it is unclear which firm would be doing which projects (AC 150/5100-14E Section 3.3). Sponsors must avoid the practice of selecting multiple firms and assigned project responsibility at a later date.
3. Review the Selection Criteria listed in AC 150/5100-14E Section 2.8 and see if any of these are able to be included in your RFP.
