Respondents must demonstrate a minimum of ten years of CA-PM experience with at least five projects of various scope and complexity completed or in progress within the past ten years, and provide detailed project references with contact information. A/E services may be delivered through in-house staff or partnered firms, with subcontractors not exceeding 49 percent of total contract work. All personnel working at Sheriff facilities require background clearance prior to commencement. Respondents must maintain comprehensive insurance: Commercial General Liability ($1,000,000/$2,000,000), Professional Liability ($1,000,000/$2,000,000), Auto Liability ($1,000,000), and Workers' Compensation at statutory limits.
The maximum allowable compensation is $1,500,000 over a three-year contract term commencing upon Board of Supervisors approval. Evaluation employs a 600-point written scoring rubric across seven categories (Technical Expertise 300 points, Understanding of Scope 150 points, Key Personnel & References 150 points, Approach & Understanding of Projects 100 points, Control of Cost & Schedules 100 points, Organization & Compliance 100 points, Additional Information 100 points) plus potential 400-point oral presentations. The County reserves the right to make single or multiple awards, negotiate modifications, conduct or forego oral interviews, and reject non-responsive statements. All respondents must obtain a D-U-N-S number prior to award and submit a Campaign Contribution Disclosure Form and federal Form W-9 within ten days of award notification. All communications must flow through the OpenGov online bidding system; direct contact with County personnel is prohibited.
