About this opportunity
The City of Richardson, Texas is issuing an Invitation to Bid (ITB) for an annual requirements contract to provide comprehensive clean up services for special events, with a primary focus on the Wildflower! Arts and Music Festival and potential utilization for other municipal events. The contractor must supply labor, materials, and equipment for trash collection and site cleaning, including an appropriate number of employees with at least one English-speaking supervisor per crew, brooms, dustpans, work gloves, uniforms, and cleaning chemicals. The initial contract term is twelve (12) months from the date of award, with the City retaining the option to extend for four (4) additional one-year renewal periods and the right to terminate upon thirty (30) days written notice after the initial period or sixty (60) days thereafter. Award will be made on a "best value" basis pursuant to Texas Local Government Code Section 252.043, with evaluation weighted as follows: price (40%), contractor's past experience and demonstrated ability to perform (40%), and reputation for similar work (20%). A pre-bid conference is scheduled for Thursday, April 2, 2026, at 10:00 A.M. Central Time via Zoom, written clarification requests must be submitted by Thursday, April 9, 2026, at 4:00 P.M. Central Time through the Bonfire system, and bids are due no later than Tuesday, April 21, 2026, at 2:00 P.M. Central Time via electronic submission through https://cor.bonfirehub.com or hand-delivery to the City of Richardson Purchasing Manager at 2360 Campbell Creek Blvd, Suite 525, Richardson, Texas 75082. All bid submittals must include a completed Bidder Acknowledgement Form as the first page, a minimum of five (5) client references from the past three (3) years demonstrating relevant experience in similar scope work, responses to a detailed questionnaire regarding company background and supervisory personnel, and all required certifications addressing M/WBE status, non-discrimination compliance, debarment status, and independent price determination.
The contract documents establish that the City permits cooperative purchasing arrangements whereby other governmental entities may piggyback on awarded contracts under identical terms and conditions, subject to prior authorization from both the City and the contractor. Contractors must certify M/WBE status documentation for disadvantaged, minority-owned, or women-owned businesses and comply with federal civil rights law and Americans with Disabilities Act requirements. Additionally, contractors with ten or more full-time employees and contracts valued at $100,000 or more must certify compliance with multiple Texas state prohibitions, including non-boycott of Israel under Texas Government Code Chapter 2271, non-discrimination against firearm entities under Chapter 2274, and non-boycott of energy companies under Chapter 2276. Contractors must maintain comprehensive insurance coverage including Commercial General Liability with limits of $1,000,000 per occurrence and $2,000,000 general aggregate, Workers' Compensation per state requirements, Business Auto Liability with combined single limits of $1,000,000 per accident, and Excess Liability Insurance of $2,000,000, with the City of Richardson named as an additional insured. The estimated annual contract value is approximately $10,000, with pricing based on actual hours worked at unit rates bid by the contractor; prices must remain firm for the initial twelve-month period, though price adjustments may be requested during renewal periods using the Consumer Price Index for All Urban Consumers (CPI-U) published for June 2026 as the base index. The City will pay invoices within NET 30 days and is exempt from state sales tax and federal excise taxes.
