About this opportunity
The City of Tucson is seeking a qualified contractor to perform annual non-destructive safety inspections of aerial lift apparatus and ground ladders for two distinct groups: Group A covering all City Departments and Group B specifically for the Tucson Fire Department (TFD). The procurement involves comprehensive safety inspections of various lifting equipment, including 155 auto cranes, 21 forklifts, 8 overhead/chain falls, mobile truck-mounted cranes, overhead lifting equipment, aerial ladders/platforms, and ground ladders. Inspectors must be ASNT Level II NDT certified with a minimum of three years of experience and must comply with OSHA regulations, ANSI/ASME mobile crane standards, and NFPA guidelines. The inspections require detailed testing reports, including visual examinations, weld inspections, load tests, and acoustic emission testing. The Request for Proposal (RFP) was released on September 21, 2022, with a pre-submittal meeting scheduled for September 26, 2022, and proposals due on October 20, 2022, at 2:00 p.m. local time. The contract term is one year, with the option to extend for up to four additional one-year periods.
While no specific set-aside designations are explicitly stated, the solicitation suggests the City may evaluate proposals based on qualifications, experience, price, and method of approach. The City reserves the right to award multiple contracts and may consider contractors with demonstrated expertise in safety inspections of lifting equipment. The inventory list indicates a significant infrastructure of lifting devices across various city departments, with particular emphasis on the Tucson Fire Department's equipment, which includes 11 aerial devices and 5,200 feet of ground ladders. The RFP does not specify a precise award value, but the comprehensive inventory and detailed inspection requirements suggest a substantial contract opportunity. Contractors are expected to provide unit costs for individual equipment types, and the City will likely consider the overall comprehensiveness and technical capability of the proposed inspection approach when making award decisions.
