About this opportunity
The City of Lewisville, Texas is accepting competitive sealed bids for an Annual Contract for Emergency Road Flares to supply the Lewisville Police Department with approximately three to four orders of eighty-five cases per order during the twelve-month contract period. The contract will have an initial term of twelve months with an option to extend for up to three additional twelve-month periods, subject to mutual agreement between the supplier and the City. Bids are due by February 23, 2026 at 1:00 p.m. and must be submitted via Bonfire, in person, or through courier services to the City of Lewisville Finance Administration - Purchasing Division at 151 W. Church St., Lewisville, Texas 75057. Delivery is required within approximately fourteen calendar days after receipt of order to the Lewisville Police Department at 1187 W Main Street, Lewisville, TX 75067, with all prices quoted FOB Destination and inside delivery only, with all delivery and packaging costs included in the bid price. Award will be based on best value as defined in Texas Local Government Code Chapter 252, considering factors including purchase price, bidder reputation and past performance, quality of goods and services, extent to which offerings meet municipal needs, life cycle costing, and sustainability considerations including recycled content, waste reduction, energy efficiency, and environmental impacts. Bidders must submit required documents including vendor references (at least three current customers), a Vendor Supplemental Information form, an Exceptions form, a Cooperative Purchasing Agreement acknowledgment, a Non-Collusion statement, and a Conflict of Interest Questionnaire filed with the City Secretary no later than the seventh business day after beginning contract discussions. All bids must remain firm for ninety days or until the City enters a contract, whichever occurs first, and the City reserves the right to reject all bids and waive formalities.
The City of Lewisville applies state reciprocal bidding requirements, meaning non-resident bidders must bid lower than the lowest responsible Texas resident bid by the same amount that a Texas resident would need to underbid a non-resident in the non-resident's home state. No specific set-asides for disadvantaged enterprises, historically underutilized businesses, or nonprofit organizations are detailed in the procurement documents, though the City indicates it will consider the impact on compliance with such laws in its best value evaluation. Bidders must comply with federal employment eligibility verification requirements under the Immigration Reform and Control Act, including Form I-9 verification for all workers, and must submit a declaration under penalty of perjury stating they have not been found in violation of IRCA within the preceding five years; the City reserves the right to audit contractor employment records to verify I-9 compliance. Contractors must also comply with all federal, state, and local laws and ordinances, indemnify the City against claims arising from violations, and adhere to anti-lobbying provisions prohibiting direct discussion or promotion of proposals with City Council members or staff outside of City-sponsored inquiries. No incumbent vendors or current contractors are identified in the procurement documents, and no specific budget range or award value is provided, as pricing will be determined through the competitive sealed bidding process based on submitted bids.
