About this opportunity

The State of Maryland is soliciting bids for organic landscaping maintenance and management at the Maryland State House and Maryland State Circle property at 100 State Circle, Annapolis, with bids due November 20, 2026. Minority Business Enterprise (MBE) participation requirements apply: bidders must count only Maryland Department of Transportation (MDOT)-certified firms toward MBE goals and subgoals, which may be designated by classification (African American-, Asian American-, Hispanic American-, and women-owned), and bidders unable to meet them must request a waiver and document good faith efforts. The bidder information sheet captures SBE, MBE, and VSBE certifications, and dual-certified firms select only one category.

The work covers grounds maintenance and management using sustainable, environmentally friendly practices to a high standard of health and appearance. Attached design files for the Phase II Grounds Rehabilitation project, dated December 2023 and prepared by Campion Hruby Landscape Architects, specify over 4,000 perennials and grasses, approximately 261 shrubs, and deciduous and evergreen trees across four quadrants of the property. The contractor must replace dieback or holes in retained boxwood hedges and existing plantings, verify field conditions, and match existing shrub variety, form, and size. A shrub transplant plan identifies plantings to be relocated.

Required submissions include a Bid Proposal Affidavit, a Conflict of Interest Affidavit under COMAR 21.05.08.08 executed under penalties of perjury, a Living Wage Requirements Affidavit of Agreement under Title 18 of the State Finance and Procurement Article, reference checks from comparable customers, and Labor Category Personnel Resume forms. Insufficient references may lead the Procurement Officer to determine a bidder Not Responsible. The awardee must also sign the Maryland Department of Human Services (DHS) Hiring Agreement, which designates DHS as first source for hiring, gives DHS referrals first preference within five business days of job posting, and requires biannual reporting for the contract's duration. Bidders must provide their Federal Employer Identification Number (FEIN), eMaryland Marketplace Advantage (eMMA) ID number, and confirmation of State of Maryland business registration. MBE forms are due within 10 business days of notification of apparent award.
