About this file

This document is Appendix 1: Abbreviations and Definitions, effective July 2024, issued by the State of Maryland for use in Invitations for Bids (IFB) and Requests for Proposals (RFP) related to state and local contract opportunities. The appendix provides standardized definitions and terminology applicable to the Annapolis Maryland State House Organic Landscaping contract solicitation, which seeks to procure organic landscaping services including maintenance and management for the Maryland State House and Maryland State Circle property located at 100 State Circle, Annapolis, MD 21401. The definitions establish common understanding of key procurement terms such as Bid/Proposal, Bidder/Offeror, Contract Monitor, Contractor, Notice to Proceed (NTP), and related procurement mechanisms including Task Orders and Work Orders. Critical timeframe references include Business Days (Monday through Friday, excluding State Holidays), Normal State Business Hours (8:00 a.m. to 5:00 p.m. Eastern Time Zone), and Local Time as the default time zone for all stated times unless otherwise specified.

The appendix defines important compliance and data protection categories relevant to contractor performance, including definitions of Minority Business Enterprise (MBE) and Veteran-owned Small Business Enterprise (VSBE) as established under Maryland Department of Transportation certification requirements under COMAR 21.11.03 and 21.11.13, respectively. Data security and privacy protections are addressed through definitions of Personal Information (PI), Personally Identifiable Information (PII), Protected Health Information (PHI), Sensitive Data, Data Breach, Security Incident, and Security Measures, with references to Maryland State Government Article Section 10-1301(c) and the Public Information Act. Additional key definitions address the role of the Procurement Officer as the sole point of contact prior to contract award and the Contract Monitor's post-award responsibilities for contract administration, compliance monitoring, and authorization of changes. The document references eMMA (eMaryland Marketplace Advantage) as the State's eProcurement system and provides access to Code of Maryland Regulations (COMAR) and State Holiday information through designated online resources.
