This construction project involves the replacement, modification, and upgrade of the Distributed Process Control System (DPCS) at the Anacostia #2 Wastewater Pump Station located at 1700 Andalusia Lane, Capitol Heights, Maryland. The scope of work includes installation of a new WSSC-furnished Pumping System PLC panel; demolition and upgrade of UPS and power panels; replacement of instrumentation including level meters, switches, transmitters, and pressure gauges; modification of Remote Terminal Units (RTU) and Remote Input/Output (RIO) units; relocation of pump motor starters; installation of new DPCS network cabling and fiber-optic communications infrastructure; and all associated electrical, control system integration, testing, and comprehensive documentation activities. Bidders must be licensed as General Contractors in Maryland with a minimum of six years of experience in wastewater treatment or pumping station construction, including at least two completed projects valued at $500,000 or greater within the past five years; key personnel including a Project Manager and Foreman/Field Supervisor must each have a minimum of five years of relevant experience. A mandatory site visit is scheduled for March 11, 2026, at 10:00 a.m., with questions due by March 12, 2026, at 2:00 p.m. The project requires strict maintenance of plant operations (MOPO) procedures throughout construction, given the facility's continuous 24/7 operations, with specific constraints including maximum two simultaneous pump shutdowns, 21-day advance notice requirements, and minimum one business day between shutdowns. The contract structure includes a fixed lump-sum base bid with contingent unit-price items available as directed during construction, and evaluation criteria include technical qualifications, scheduling, project management approach, and compliance with WSSC standards.

Bidders must be registered in WSSC's Supplier Portal System and are subject to Maryland Prevailing Wage requirements, with mandatory hourly wage rates ranging from $20.00 to $57.16 depending on classification, fringe benefits, and mandatory electronic payroll submission within 14 calendar days of each payroll period; contractors face liquidated damages of $10.00 per calendar day for delinquent payroll submissions and civil penalties up to $50.00 per violation for non-compliance. The solicitation includes a 15 percent Minority-Owned Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal, and only apprentices registered with the Maryland Apprenticeship and Training Council may be employed, with a mandatory one-to-one ratio of journey persons to apprentices. A 5 percent bid guarantee is required, along with 100 percent performance, payment, and maintenance bonds; contractors must maintain comprehensive insurance coverage including workers' compensation, commercial general liability, business auto liability, and builders risk insurance equal to 100 percent of the contract value, with WSSC named as additional insured. The contract has a three-year base term with no renewal options, and all pricing must remain firm during the base term. The total contract value is $2,500,000.00 for the complete construction services, with WSSC retaining 5 percent retainage from progress payments in accordance with the Maryland Little Miller Act and final payment due within 30 days of acceptance. The project includes a 20-day final acceptance test period demonstrating continuous system operation, with the contractor responsible for equipment testing costs and inspector overtime for work outside standard business hours (Monday-Friday, 8:00 a.m. to 5:00 p.m.).
