About this file

This is an Office of Supplier Diversity & Inclusion (OSDI) memorandum related to the Washington Suburban Sanitary Commission (WSSC) in Prince George's County, Maryland, recommending procurement terms for the Anacostia II Wastewater Pumping Station (WWPS) PLC Upgrades project. The project involves the replacement, modification, and upgrade of the Distributed Process Control System (DPCS) at the Anacostia #2 Wastewater Pump Station, including installation of a new WSSC-furnished Pumping System PLC panel, demolition and upgrade of UPS and power panels, replacement of instrumentation (level meters, switches, transmitters, and pressure gauges), modification of Remote Terminal Units (RTU) and Remote Input/Output (RIO) units, relocation of pump motor starters, and installation of new DPCS network cabling and fiber-optic communications infrastructure. The project is being solicited as an Invitational Competitive Bid (IFB) under Contract No. 117414, with sealed bid responses due by 2:00 p.m. on March 26, 2026 (with an alternative deadline of April 9, 2026, noted in related materials), via WSSC's eProcurement Portal. A mandatory site visit is scheduled for March 11, 2026, at 10:00 a.m., with questions due by March 12, 2026, at 2:00 p.m. The contract has a three-year base term with no renewal options.

The total contract value is $2,500,000.00 for construction services, with all pricing firm throughout the base term. OSSC recommends a 15 percent Minority-Owned Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal. The solicitation is subject to Maryland Prevailing Wage requirements with mandatory hourly wage rates ranging from $20.00 to $57.16 depending on job classification, fringe benefits, and electronic payroll submission requirements. All vendors must be registered in WSSC's Supplier Portal System prior to bidding. Bidders must be licensed as General Contractors in Maryland with a minimum of six years of experience in wastewater treatment or pumping station construction, including at least two completed projects valued at $500,000 or greater within the past five years. Key personnel must have a minimum of five years of relevant experience, and contractors must employ a Control Systems Integrator subcontractor with minimum seven years' experience in municipal wastewater control systems and UL 508/508A fabrication capabilities. A 5 percent bid guarantee and 100 percent performance, payment, and maintenance bonds are required, along with comprehensive insurance coverage including workers' compensation, commercial general liability, business auto liability, and builders risk insurance equal to 100 percent of the contract value.
