About this file
This is an Intergovernmental and Cooperative Purchasing Clause document related to the Washington Suburban Sanitary Commission (WSSC) Anacostia II Wastewater Pump Station (WWPS) PLC Upgrades project in Prince George's County, Maryland. The project involves the replacement, modification, and upgrade of the Distributed Process Control System (DPCS) at the Anacostia #2 Wastewater Pump Station located at 1700 Andalusia Lane, Capitol Heights, Maryland. Scope of work includes installation of a new WSSC-furnished Pumping System PLC panel; demolition and upgrade of UPS and power panels; replacement of instrumentation including level meters, switches, transmitters, and pressure gauges; modification of Remote Terminal Units (RTU) and Remote Input/Output (RIO) units; relocation of pump motor starters; installation of new DPCS network cabling and fiber-optic communications infrastructure; and all associated electrical, control system integration, testing, and documentation activities. Sealed bid responses are due by 2:00 p.m. on March 26, 2026 (with an alternate deadline of April 9, 2026), via WSSC's eProcurement Portal at https://procurement.opengov.com/portal/wsscwater. A mandatory site visit is scheduled for March 11, 2026, at 10:00 a.m., with questions due by March 12, 2026, at 2:00 p.m. The contract has a three-year base term with no renewal options.
Bidders must be licensed as General Contractors in Maryland with a minimum of six years of experience in wastewater treatment or pumping station construction, including at least two completed projects valued at $500,000 or greater within the past five years; key personnel including a Project Manager and Foreman/Field Supervisor must each have a minimum of five years of relevant experience. The contractor must employ a Control Systems Integrator subcontractor with minimum seven years' experience in municipal wastewater control systems and UL 508/508A fabrication capabilities. The total contract value is $2,500,000.00 for complete construction services with a fixed lump-sum base bid structure and contingent unit-price items available as directed during construction. A 5 percent bid guarantee is required, along with 100 percent performance, payment, and maintenance bonds. Maryland Prevailing Wage requirements apply with mandatory hourly wage rates ranging from $20.00 to $57.16 depending on classification, fringe benefits, and mandatory electronic payroll submission within 14 calendar days of each payroll period; contractors face liquidated damages of $10.00 per calendar day for delinquent payroll submissions and civil penalties up to $50.00 per violation. The solicitation includes a 15 percent Minority-Owned Business Enterprise (MBE) and Small Local Business Enterprise (SLBE) subcontracting goal. All pricing must remain firm during the base term, with WSSC retaining 5 percent retainage from progress payments in accordance with the Maryland Little Miller Act and final payment due within 30 days of acceptance. The project requires strict maintenance of plant operations procedures throughout construction given the facility's continuous 24/7 operations, with a 20-day final acceptance test period demonstrating continuous system operation.
