About this opportunity
The West Virginia Department of Environmental Protection, Office of Abandoned Mine Lands and Reclamation, is soliciting bids through an Agency Request for Quote (ARFQ) for construction and reclamation services related to the Branchland Portals Route 10 project located in Upshur County (with some references to Lincoln County). This procurement seeks a qualified contractor to perform mine portal sealing and site reclamation work, with deliverables including mobilization and demobilization, construction layout, quality control, site preparation, woven belted silt fence installation (150 linear feet), stabilized construction entrance (75 tons), revegetation, mine seal stone installation (100 tons), standard bat gate mine seals (2 units), and traffic control. Bidders must submit pricing on a lump sum basis for mobilization (limited to 10% of total bid), construction layout (5%), quality control (3%), site preparation (10%), and traffic control (10%), with unit pricing requested for silt fence (per linear foot), stabilized entrance (per ton), mine seal stone (per ton), and bat gate seals (per unit). The mandatory pre-bid meeting was held on February 4, 2026 at 10:00 a.m. Eastern Time at the project site near Branchland, WV (GPS: 38.223582, -82.204086). The contract term is one calendar year with potential renewal for up to three additional one-year periods by mutual written consent. Bidders must submit a 5% bid bond with their proposal and, if selected as the apparent low bidder, must provide 100% performance and labor/material payment bonds prior to award.
The project is federally funded through the Infrastructure Investment and Jobs Act (IIJA) Abandoned Mine Land programs, requiring compliance with Davis-Bacon prevailing wage requirements, federal procurement standards, and debarment screening.
