About this opportunity
The West Virginia Commission for the Deaf and Hard of Hearing (WVCDHH) is requesting quotations for American Sign Language-English interpreter services on an open-end, multiple-award basis across six regions of West Virginia under ARFQ DHH26*001, with bids due June 25, 2026 at 10:30 AM EST and questions due June 17, 2026 at 10:30 AM EST.
Eligible interpreters must hold national certification from the National Association of the Deaf (NAD) or Registry of Interpreters for the Deaf (RID), National Interpreter Certification (NIC), a valid West Virginia Registry of Interpreters screening level, or equivalent credentials from another state. Interpreters must adhere to the RID Code of Professional Conduct, arrive 15 minutes prior to assignments, and maintain confidentiality of assignment materials.
The contract covers in-person interpreting services for staff, board members, and participants during training sessions, meetings, workshops, conferences, public meetings, and other activities. Services are structured by region and service type: normal business hours (8:00 AM to 6:00 PM) at 40 estimated hours annually per region, and after-hours/weekend services at 20 estimated hours annually per region. The six regions encompass all 55 West Virginia counties. Bidders submit hourly rates for each region; awards are made progressively from lowest to highest grand total cost per region, with the WVCDHH contacting the lowest-bidding vendor first and sequentially moving to the next-lowest bidder if services cannot be accommodated.
The contract term is one year from award with three optional one-year renewal periods subject to mutual written consent. Travel reimbursement applies only when personnel must be present more than 75 miles from the Agency's headquarters, the vendor's closest place of business, or the primary residence of the vendor's closest employee, with mileage calculated as the lowest of these three distances. The contract may be funded with federal funds and is subject to Federal Funds Addendum requirements. Payment is made in arrears upon receipt of proper invoices via electronic funds transfer or P-Card. Vendors must maintain Commercial General Liability and Automobile Liability Insurance. Questions should be directed to Roberta A. Wagner at (304) 558-0437 or roberta.a.wagner@wv.gov.
