About this file

This is a Request for Quotation (RFQ) specifications document issued by the West Virginia Office of Shared Administration Purchasing on behalf of the West Virginia Commission for the Deaf and Hard of Hearing (WVCDHH) to establish an open-end contract for multiple in-person American Sign Language-English interpreters. The solicitation seeks qualified interpreters to provide interpreting services for staff, board members, and participants during training sessions, meetings, workshops, conferences, public meetings, and other activities throughout West Virginia. The document does not specify response dates, due dates, site visits, or bidder's meetings. Contract award will be made on a regional basis to multiple vendors with the lowest overall hourly rates for each region, and the contract will be awarded progressively from lowest to highest total cost. The contract is intended as an open-end agreement with performance scheduled according to release orders issued by the Agency.

Vendors must submit pricing on a Pricing Page specifying hourly rates for each region in which they wish to provide services, and payment will be made at the submitted hourly rate for all accepted contract services performed. Travel reimbursement is available in accordance with West Virginia's travel policy with specific modifications: reimbursement applies only when vendor personnel are required to be present more than 75 miles from the Agency's headquarters, the vendor's closest place of business, and the primary residence of the vendor's closest employee, with mileage calculated as the lowest of these three distances. Eligible interpreters must hold certification or screening level registration with the West Virginia Registry of Interpreters and meet qualifications including national certification by the National Association of the Deaf (NAD) or Registry of Interpreters for the Deaf (RID), National Interpreter Certification (NIC), a valid WVRI screening level, or equivalent credentials from another state. The contract may be funded in whole or in part with Federal Funds and is therefore subject to Federal Funds Addendum requirements. Interpreters must adhere to the RID Code of Professional Conduct, arrive 15 minutes prior to assignments, provide feedback after assignments, maintain confidentiality of assignment materials, and assist in improving assignment environments.
