About this opportunity

The State of Utah Division of Purchasing, conducting on behalf of the Division of Wildlife Resources, is requesting bids for lop and scatter services across up to 2,233 acres in Daggett County under IFB AM27-106, with bids due September 10, 2026. Participation is strictly limited to pre-qualified contractors currently listed on the State of Utah's Pre-approved/Pre-qualified Vendor list; vendors not meeting this requirement are ineligible to submit.

The scope encompasses removal of conifer trees 11 inches or less in diameter at breast height across the Sheep Creek Geological Loop Phase 5 area (elevation 7,200 to 8,200 feet, approximately 10 miles south of Manila, Utah) to maintain bighorn sheep, mule deer, elk, and pronghorn habitat while reducing hazardous fuels. The contractor must furnish a minimum eight-person crew equipped with chainsaws, with all costs including labor, mobilization, and operating expenses included in the per-acre bid price. High-pressure equipment washing is required before entering and exiting project lands. Work is restricted during soil moisture conditions exceeding 15%. A designated English-literate supervisor must remain on-site during all operation hours. The contractor assumes responsibility for site access, equipment transportation, environmental compliance, surface restoration of damaged roads, and cultural resource protection.

Performance period runs from September 15, 2026, through December 1, 2026. Award will be made to the lowest cost responsive and responsible vendor on a per-acre basis, resulting in a single contract award. Vendors must guarantee pricing through project completion with no fuel surcharges or adjustments negotiable. The State may implement minor change orders up to 10 percent of the original project area at the original bid price or negotiate major change orders for larger modifications, with change order payments capped at 10 percent of the untreated acreage multiplied by the per-acre bid price. No mandatory site visit is required, though potential bidders are encouraged to inspect the site at their own discretion. Geospatial implementation-area files in multiple formats are available to support bid preparation.
