About this file

This is an Award Memo from the State of Utah Division of Purchasing and General Services announcing the intent to award a contract for wildlife habitat services. The contract was issued by the Division of Purchasing and is being conducted by the Division of Wildlife Resources. The project involves providing Lop and Scatter services for up to 2,233 acres located in Daggett County, Utah, as part of the West Northwest D1 Wildlife Habitat Project-Sheep Creek Geological Loop-Phase 5 (WRI #7582). This solicitation was limited to pre-qualified contractors only. The project performance period runs from September 15, 2026, through December 1, 2026. No mandatory site visit was required for this invitation for bid. The award was determined using a lowest cost per acre evaluation methodology, with the intent to issue a single contract award to the lowest cost responsive and responsible vendor.

The vendor selected as the awardee must guarantee pricing through project completion and must not begin work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services have executed the contract or purchase order. The receipt of the award notification does not constitute a contract; only execution of a purchase order or contract signature by both parties creates a binding agreement. Vendors are afforded seven days from the issuance of this notice to submit any written protests of the award decision, which must clearly identify the solicitation and detail the nature of the protest. The awardee will be contacted with next steps following the formal contract execution process.
