About this opportunity

The State of Utah Division of Purchasing, on behalf of the Division of Wildlife Resources, is seeking aerial seeding services for a project in Washington County, specifically along the Highway 18 corridor. The procurement is a Request for Quotes (RFQ) for aerial seeding of 1,116 total acres, divided into two seeding areas: Eight Mile Seeding Area (788 acres) and Pinto DFS Seeding Area (330 acres). The successful contractor must provide all labor, equipment, and expertise to apply a primary seed mix of grasses, forbs, and shrubs at a rate of 10.07 pounds per acre, totaling approximately 11,694 pounds of seed. The contractor will be responsible for transporting seed from the GBRC Warehouse in Ephraim, Utah, and conducting seeding operations using aircraft equipped with GPS technology capable of maintaining 100% coverage using government-provided coordinates. Seeding must commence by 8:00 a.m. daily, with operations suspended if wind speeds exceed 10 miles per hour, and must be completed by January 30, 2026. Evaluation criteria include responsiveness, compliance with specifications, and submission of the lowest cost quote, with the State reserving the right to solicit additional quotes through various communication methods. The RFQ responses are due by January 8, 2026, with a pre-work conference to be held at the project site prior to work initiation.

No specific set-aside designations or restrictions on respondent types are explicitly outlined in the procurement documents. The contractor must certify capability to meet seeding requirements, maintain a communication system for continuous coordination, and comply with anti-boycott provisions and labor regulations. Contractors must provide post-completion electronic files in specific geographic formats and protect government-furnished seed from loss or damage during transport and storage. Insurance requirements include workers' compensation insurance at statutory limits, commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and commercial automobile liability insurance of $1,000,000 per occurrence. While no specific award value or budget range is provided, the procurement will be awarded to the responsive and responsible vendor submitting the lowest cost quote. The State reserves the right to terminate the purchase order for convenience with thirty days' written notice and maintains the ability to modify awarded contracts to incorporate new technology or technological upgrades within the original procurement's scope.
