About this file
This is a Scope of Work document for an aerial seeding contract between the Utah Division of Wildlife Resources (UDWR) and the United States Forest Service (USFS). The project involves aerial seeding of approximately 1,116 acres for habitat restoration in Washington County, Utah, specifically on USFS lands surrounding the communities of Central and Pinto. The contractor must furnish all labor, equipment, supplies, and materials to apply primary seed mixes consisting of grasses, forbs, and shrubs at a rate of 10.07 pounds per acre, totaling approximately 11,694 pounds of seed supplied by the government in 1,250 to 1,300-pound sacks. The contractor is responsible for transporting seed from the GBRC Warehouse in Ephraim, Utah to their selected airport and landing zones, with seeding operations to begin as soon as practical after contract award and be completed by January 30, 2026. Seeding must commence by 8:00 a.m. daily to minimize wind-related drift, with operations suspended if wind speeds exceed 10 miles per hour. A pre-work conference will be held at the project site prior to work initiation, with progress meetings and a final inspection meeting to be conducted as needed.
Pricing for this contract is to be submitted on a cost-per-acre basis, with UDWR maintaining final authority over payment determinations. The aircraft must be equipped with GPS technology capable of maintaining 100% coverage using flight lines based on government-provided ARC/INFO GIS format coordinates, with the contractor required to provide post-completion Trimble, ARC/INFO, or ARCVIEW electronic files in UTM projection North America Datum 1983. The contractor must certify capability to meet seeding requirements prior to commencing aerial work and maintain a communication system enabling continuous coordination between personnel at different locations and with government project inspectors. The contractor is responsible for protecting government-furnished seed from loss or damage during transport and storage, and must comply with a maximum 80-foot seeding swath width with appropriate flight pattern overlapping to prevent stripping in the overall project.

Location:
This project is located in Washington County; this project is located on USFS Lands surrounding the communities of Central and Pinto. Vicinity maps showing aerial seeding locations are attached. Only areas outlined on the project maps will be aerially seeded.
Acreage: 1,116 acres total @ 10.07 lbs/acre.
Airports: The closest airports/landing zones are to be determined by the contractor. Contractor will also be responsible to pick up seed from the DWR’s seed warehouse in Ephraim, UT and transport seed to the airport/landing zones of their own choosing.
Pricing: Bids are to be submitted on a cost per acre basis.
Seeding Rate:
Primary Seed Mixes will be applied at bulk rates specified above. Seed mixed will include a mixture of grasses, forbs and shrubs. Aircraft used must be capable of seeding at these specified rates. Contractor will be required to fly at a maximum 80’ seeding swath width. Overlapping of flight seeding pattern will reduce “stripping” in the overall seeding project.
GPS Technology:
The aircraft must be equipped with a global positioning system that is used to establish flight lines for 100% coverage. UDWR or USFS will provide to the Contractor an electronic file containing coordinate positions of treatment areas in an ARC/INFO GIS format. The Contractor shall provide a Trimble, ARC/INFO or ARCVIEW electronic file in UTM projection North America Datum 1983 of treatment coverage upon completion of each treated area or as required by the Contracting Officer. A government representative shall monitor the Contractors GPS to assure Contractors compliance with contract specifications.
Seed Application:
The Contractor shall certify to UDWR and/or USFS they have the capability to meet the requirements of the request for quote prior to performing any aerial work.
Radio Communication:
The Contractor shall provide a communication system so that contractor personnel engaged in the project at different locations can communicate at all times with each other and so that Government Project Inspectors may communicate with the contractor at any time to discuss performance matters.
Total Weight:
Approximately 11,694 lbs. of seed will be provided. All seed will be supplied in 1,250 - 1,300 lb. fertilizer sacks. It will be the responsibility of the contractor to have equipment on site to off load and load the seed into the aircraft. Seed mixes will consist of a combination of grasses, forbs, shrubs.
Seeding Date: Seeding should start on or before as soon as practical after contract award. Seeding must be completed on or before January 30, 2026. Seeding contractor will need to coordinate closely with UDWR/USFS to determine the best timing for the seeding.
Timing:
The contractor will be expected to begin seeding by 8:00 a.m. to avoid windy conditions and minimize seed drift. The government reserves the right to postpone the seeding operation if wind speed exceeds 10 miles per hour.
Seed Transport, Storage, and Handling:
It will be the responsibility of the contractor to pick up and deliver the required seed from the GBRC Warehouse in Ephraim, Utah to the designated airport the contractor is to fly from. The Contractor will need to make prior arrangements with the GBRC Seed Warehouse as to times and dates they are open so personnel can load the seed for transport. The government-furnished seed from the pickup point to the airport shall be the contractor’s responsibility for the protection from loss or damage during transport and delivery.
