About this opportunity
Sarasota County is conducting a sole source procurement for traffic signal and pedestrian equipment through solicitation 2023-ISS-066, focusing on products from Alpha Technologies, Ltd., Carmanah Technologies, and Temple, Inc. The procurement covers a comprehensive range of traffic-related equipment, including Polara Navigator equipment with audible pedestrian button systems, BullDog push buttons, traffic signal equipment, traffic calming devices, and pedestrian ADA-compliant technologies. Responses must be submitted electronically through the ProcureNow portal by November 13, 2023, at 5:00 pm, with questions accepted until November 10, 2023. The county's key objective is to maintain and enhance traffic infrastructure with specialized equipment that meets ADA requirements, providing audible tones, LED confirmations, and approved standards for traffic signals and pedestrian accessibility. The procurement allows for potential future competitive solicitation if other vendors can demonstrate the ability to supply substantially similar products or services. Evaluation criteria include the vendor's exclusive distribution rights, product compatibility with existing infrastructure, and compliance with local, state, and federal regulations.
The procurement appears to have no specific set-aside designations or restrictions on responding organizations. Temple, Inc. is currently the sole authorized exclusive dealer in Florida for these product lines, with an estimated expenditure of $100,000 per fiscal year and an initial authorization not to exceed $50,000. The current procurement covers the period from November 26, 2023, to November 25, 2024, and involves integrating with existing Polara Navigator systems already installed at multiple county locations. The incumbent vendors include Alpha Technologies, Carmanah Technologies, Polara Engineering, and Temple Inc., with the primary focus on maintaining and potentially expanding the current traffic signal and pedestrian equipment infrastructure. The sole source status is justified by Temple Inc.'s exclusive dealership and the specific technical requirements of the county's traffic and pedestrian signal systems, which require precise compatibility and ADA compliance.
