About this opportunity

Seminole County is pursuing a sole-source procurement for Allen-Bradley variable frequency drives and Rockwell software products specifically for SER High Service Pumps, with Rexel USA Inc. identified as the exclusive authorized distributor. The solicitation (SS-605053-25/LTT) was released on June 2, 2025, with a deadline for questions set for June 11, 2025, at 5:00 pm and a quote submission deadline of June 18, 2025, at 2:00 pm. The county's primary objective is to acquire specific technical equipment for its high service pump infrastructure, with Rockwell Automation confirming Rexel USA Inc. as the only authorized distributor in the geographic area. Vendors who believe they can provide equivalent products are invited to respond by completing an Intent to Sole Source Response form and submitting supporting documentation demonstrating comparable capabilities. The procurement process allows for potential cancellation of the sole-source approach if alternative vendors can prove they can supply substantially similar products. The solicitation contact is Liduvina Torres, Senior Procurement Analyst, who can be reached at ltorres@seminolecountyfl.gov or (407) 665-7117.

The solicitation does not specify explicit set-aside designations or restrictions on responding organizations. Rockwell Automation's sole-source letter emphasizes the benefits of working with authorized distributors, including access to local inventory, technical assistance from product specialists, and manufacturer's warranty coverage. While no specific budget range is disclosed, the procurement is focused on obtaining variable frequency drives and software products for specific county infrastructure. The sole-source approach is justified by Rockwell Automation's policy of exclusively supporting local authorized distributors like Rexel USA Inc. in the Orlando, FL area. The county maintains discretion to convert to a competitive solicitation if alternative vendors can demonstrate equivalent product capabilities. Potential respondents should be aware that unauthorized purchasing may result in risks such as not receiving the latest product versions or manufacturer's warranty coverage. The procurement appears to be focused on maintaining and upgrading existing infrastructure with specialized technical equipment.
