About this opportunity

The Georgia Technology Authority (GTA) is soliciting Independent Verification and Validation services for the All-Payer Claims Database (APCD) project under a Statement of Need (SON) numbered 5863, available only to contractors previously awarded through RFQC 98000-0000003969, with responses due May 16, 2022, at 5:00 PM EST and an anticipated award date of June 15, 2022.

This is a restricted informal bid solicitation — only qualified contractors who successfully completed the prior Request for Qualified Contractors process and negotiated GTA Master Agreements are eligible. The scope requires IV&V oversight of project deliverables including the Integrated Master Schedule, Project Management Plan, Requirements and Design Documents, Solution Architect Document, implementation and cutover plans, and nine monthly dashboard reports. The IV&V contractor must maintain independence and objectivity, communicate findings to both GTA and project agencies prior to final submission, track all deliverables and observations, and attend Enterprise Critical Project Review Panel meetings (typically less than monthly, approximately one hour each). The contractor is prohibited from involvement in day-to-day project activities, decision-making, or issue ownership, and must immediately notify GTA of staff changes, conflicts of interest, or compromised objectivity.

The Project Manager must hold a minimum of five years of IV&V experience and PMP certification, or alternatively ten or more years of IV&V project management experience. Subject Matter Experts must demonstrate at least one project with relevant experience. All proposed staff require detailed resumes and project descriptions showing experience on similar projects of comparable size and scope. Key technical competencies include data migration and management strategies, data and system security standards, master data management, cloud services (AWS or equivalent), healthcare claims data experience, and API design and deployment.

The pricing cap is $120,000, with all G&A and travel costs included within deliverable costs and staffing rates. The overall APCD Data Collection Module five-year Total Cost of Ownership is estimated at $8 million, funded through $3 million from the Centers for Medicare and Medicaid Services, $3 million in state budget appropriations, and $2 million in Department of Labor grant funding. Contract term runs from July 2022 through project completion, with key milestones in July 2022, September 2022, November 2022, and January 2023.

Evaluation is weighted as follows: Technical Approach (300 points), Staff Experience and Skills (500 points), Price Proposal (150 points), and Resource Commitment (50 points), totaling 1,000 points. Questions were due May 4, 2022, at 2:00 PM EST, with answers distributed May 6, 2022. Responses must include detailed resumes (maximum two pages per person), statements of responsibility, business associate agreements, tax compliance forms, and mandatory requirement confirmations. Addendum 3 (issued May 11, 2022) clarified that the Skills Table is Attachment D and corrected references to mandatory requirement 2.2.2. The Notice of Award was posted May 25, 2022, naming Public Consulting Group LLC as the awardee.
