About this file

This is an attachment outlining Independent Verification and Validation (IV&V) performance expectations for contracted vendors working with the Georgia Technology Authority (GTA). The document establishes guidelines and criteria that IV&V bidders must adhere to when performing oversight activities on state technology projects. Key expectations include maintaining independence and objectivity in assessments, conducting non-intrusive engagement with agency stakeholders, communicating findings to both GTA and project agencies prior to final submission, engaging with executive leadership, and providing value-added perspective from a state-level viewpoint. Bidders must refrain from involvement in day-to-day project activities, decision-making, or issue ownership, and must immediately notify GTA of any staff changes, conflicts of interest, or compromised objectivity. The IV&V contractor must track all deliverables, observations, and recommendations along with agency responses, and comply with established billing processes and performance review requirements.

The expectations document addresses operational requirements including the prohibition against providing oversight of procurement activities that could influence solicitation results and the restriction on IV&V services during the period between solicitation release and evaluation completion. All IV&V project dashboards must be shared with GTA prior to agency distribution, and any questions or concerns regarding the contract must be directed to GTA's Enterprise Program Management Office. The document references the All-Payer Claims Database Data Statement of Need (SON 98000-00000-5863) as the related solicitation and notes that qualified contractors were selected through a Request for Qualified Contractors (RFQC 98000-0000003969) process previously posted to the Georgia Procurement Registry. GTA designated the issuing officer as Towanda Cuthbert and established procurement inquiries should be directed to Procurement@gta.ga.gov.

Attachment C Expectations

Submit Proposal to:

Georgia Technology Authority (GTA) Procurement Management Office Procurement@gta.ga.gov

Refer ALL Inquiries to: GTA Issuing Officer, Towanda Cuthbert at Procurement@gta.ga.gov

IV&V Bidders are expected to perform the scope of work of this SON within certain guidelines and expectations. GTA will be as explicit and specific with these expectations as reasonably possible.

These performance expectations will be considered in a performance review to encourage consistency and improvement. The performance criteria and performance review process will be communicated during the project kickoff after each project award. Note that this list is not all-inclusive and may evolve. The IV&V Bidder will:

• Ensure that IV&V project assessments are independent and realize they may not align with Agency’s view

• Ensure oversight activities will be Non – Intrusive. Engagement approach should consider agency culture

• Share IV&V project dashboard with GTA prior to sharing with Agency; and share with Agency PM prior to final submission to GTA to avoid surprises

• Engage with Agency Executive Leadership including Commissioners or Agency Directors

• Communicate observations and recommendations to the project team at any time that is relevant to the project

• Provide value-add to projects from perspective of State

• Address any questions or concerns about the contract directly with GTA. The IV&V contract is owned by GTA EPMO

• Do not accept tasks that imply involvement in day-to-day activities of project tasks such as owning action items or issues, decision making etc.

• Ensure the IV&V staff members remain objective and without conflict of interest. IV&V Bidder will notify

GTA EPMO if any IV&V staff’s ability to be objective is compromised

• Notify GTA EPMO if there are any changes in the assigned staff on the project to ensure GTA can advise Agency of contractual impacts. In the event of staff changes from the original proposal, new proposed staff must be of comparable experience to the staff member that was originally proposed and evaluated

• Track IV&V deliverables and ensure any issues are communicated to GTA EPMO timely

• Track all observations and recommendations communicated to the Agency and Agency’s response

• Refrain from providing oversight of any procurement activities that may imply opportunity to influence a solicitation result. IV&V services should not be performed on activities after the release of a solicitation document and before completion of the evaluation

• Follow billing processes including meeting timelines and submitting required documentation

• Comply with the performance requirements as communicated in the performance review process

• With COVID-19 travel restrictions, GTA expects that IV&V will utilize virtual and voice technology to maintain relationships and informal communications with key stakeholders
