About this opportunity

The City of Lubbock is soliciting proposals for Airport Terminal Advertising Concessions at Lubbock Preston Smith International Airport through Request for Proposals 26-19432-KM. This is a ten-year concession contract with automatic renewal provisions unless either party provides 90-day written notice of termination. The successful contractor will develop, manage, and operate a comprehensive airport terminal advertising program featuring displays and fixtures throughout the renovated 2021 terminal building. Respondents must meet minimum qualifications demonstrating documented experience installing, leasing, and managing advertising displays in airports of similar size within the past three years, proven annual gross revenue generation capability at comparable airports, and sufficient financial resources to develop and operate the concession. The Airport served 576,920 passengers in 2024 and 535,650 passengers through November 2025, with service from American Airlines, Southwest Airlines, and United Airlines. Proposals will be evaluated on four criteria: Business Proposal including revenue to the airport and financial strength (40 points), Experience and Qualifications (20 points), Capital Investment for initial and mid-term refurbishment (20 points), and Management Plan and Marketing Strategy (20 points). A mandatory pre-proposal meeting is scheduled for February 18, 2026 at 11:00 A.M. via Zoom teleconference, with sealed proposals and electronic submissions through the Bonfire portal required by Thursday, March 12, 2026 prior to 3:00 P.M.

The solicitation does not specify set-aside designations or restrictions on organization types eligible to respond. Historical gross receipts from the advertising concession ranged from $174,211.12 in 2021 to $278,376.11 in 2024, with $205,679.12 recorded in 2025 through the reporting date, providing insight into potential revenue generation; however, the City does not guarantee any minimum or maximum compensation or volume of services. Contractor must obtain and maintain comprehensive insurance coverage including $1,000,000 Commercial General Liability per occurrence with $2,000,000 aggregate, $1,000,000 Commercial Auto Liability Combined Single Limit, and Workers' Compensation at statutory limits with $1,000,000 Employer's Liability, with valid certificates and endorsements required within ten business days of contract award notification. All local employees must obtain Airport-issued ID Badges and comply with FAA, TSA, and City security requirements. Price increases are permitted every six months based on changes in the Consumer Price Index or Product Price Index at the City's discretion, with initial quoted prices guaranteed for six months upon City approval. All submitted proposals must include completed forms for Contact Person, Vendor Acknowledgement, Non-Collusion Affidavit, Business Questionnaire, Insurance Affidavit, Reference Form, and Conflict of Interest Questionnaire (due within seven business days of beginning negotiations or submitting proposals).
