About this file

This is a Small Business Participation Plan (SBPP) annual submission form for the Public Transit Department of the City of Phoenix, Arizona, required under the Disadvantaged Business Enterprise - Neutral (DBE-N) program governed by 49 CFR Part 26 and the United States Department of Transportation. The form serves as an annual compliance document for contractors performing Federal Transit Administration (FTA)-assisted projects, requiring submission on the anniversary date of contract execution. The contractor must demonstrate good faith efforts and reasonable efforts to promote and foster the participation of small businesses, including identifying opportunities for verified small business suppliers, conducting proactive outreach to inform potential small business partners of opportunities, and actively attempting to contract with small businesses for goods and services as needs arise.

The SBPP requires contractors to track and report all small business participation occurring through procurements, joint ventures, goods and services arrangements, and other sub-tier participation, with documentation submitted monthly to the City of Phoenix Certification and Compliance System at phoenix.gob2g.com. The plan mandates that contractors identify and list currently utilized small businesses by category (subcontractors, joint venture partners, suppliers, or other arrangements) along with amounts paid during the reporting period, maintain a designated contract liaison responsible for annual submissions, and provide updated plans with supporting documentation annually throughout the contract term. The contractor must also project future opportunities for small business participation based on anticipated scopes of work, estimated timeframes, and known contractors or vendors, with assessment occurring at the next annual submission.
