About this opportunity

The City of Brownsville seeks professional architectural and engineering services to support the Brownsville South Padre Island International Airport's landside capital development program through a Request for Qualifications (RFQ). The scope of work encompasses landside architectural design, civil and structural engineering, mechanical/electrical/plumbing (MEP) engineering, terminal and passenger facility engineering, construction management and administration, environmental compliance and permitting, drainage and stormwater engineering, pavement engineering, surveying and mapping, obstruction evaluation, grant application technical support, and technical feasibility assessments. Respondents must demonstrate a minimum of five years of relevant experience with at least three comparable commercial service airport projects completed within the past five years, maintain authorization to conduct business in Texas, designate qualified key personnel including a Project Manager, carry professional liability and errors and omissions insurance of at least $1,000,000, and maintain financial and legal standing with no debarment or suspension. The evaluation will be based on firm experience with commercial service airports (25 points), qualifications and expertise of key staff and subconsultants (20 points), knowledge of airport regulatory and operational environment (20 points), project methodology and schedule control (15 points), references (10 points), and current workload capacity (10 points). A Pre-Proposal Meeting is scheduled for March 4, 2026, at 4:00 P.M. CT via Microsoft Teams; written questions are due by March 13, 2026, at 3:00 P.M. CT; and Statements of Qualifications must be submitted by April 1, 2026, at 3:00 P.M. CT through the City's Bonfire portal. The contract includes a base period ending September 30, 2027, with three optional one-year renewal periods extending through September 30, 2030, for a total potential five-year contract term.

This is a qualifications-based selection process conducted pursuant to Texas Government Code Chapter 2254, with no pricing information requested during the initial SOQ phase; cost proposals will be requested only during negotiations with the highest-ranked firm. The City of Brownsville encourages participation from Historically Underutilized Businesses (HUBs) and maintains a HUB Subcontracting Plan requirement when subcontracting opportunities are probable, with respondents directed to utilize the Texas HUB Program database to identify certified underutilized businesses in Cameron County. All proposals must include mandatory compliance documentation including a Non-Collusion Affidavit, Conflict of Interest Disclosure (Texas Ethics Commission Form CIQ), Litigation Disclosure covering the past five years, Federal Certifications and FAA Provisions Agreement, and Certificate of Interested Parties (Form 1295) to be filed prior to contract execution. Projects will be partially funded by Federal Aviation Administration (FAA) Airport Improvement Program (AIP) funds, requiring compliance with approximately 30 federal statutes, regulations, and executive orders including Davis-Bacon prevailing wage requirements for construction, Buy America provisions, environmental compliance requirements, and Byrd Anti-Lobbying Amendment certifications. The City reserves the right to award to a single respondent or multiple respondents to establish a pool of qualified firms for future task orders and project assignments, though no specific contract value or budget range is disclosed in the solicitation materials.
