About this file
This is a Historically Underutilized Business (HUB) submittal requirements document issued by the City of Brownsville Procurement Department in October 2025 for Fiscal Year 2026. The document establishes the City's policy to promote and encourage contracting and subcontracting opportunities for HUB vendors in accordance with the State of Texas Statewide HUB Program, which is administered by the Texas Building and Procurement Commission. The requirements apply to the Airport Landside Professional Architectural and Engineering Services contract, under which the City of Brownsville seeks professional architectural and engineering services for landside work, engineering, and construction management services to support the Airport's capital development program.
When the Procurement Department determines that subcontracting opportunities are probable for a contract, a HUB Subcontracting Plan becomes a required element. Vendors are directed to access the Texas HUB Program database through the provided link and select Cameron County to conduct HUB searches and identify certified underutilized businesses eligible for subcontracting opportunities. This requirement ensures compliance with state policy and creates pathways for minority and women-owned businesses to participate in City contracting opportunities.
