About this opportunity
The University of Houston-Downtown (UHD) has issued a Request for Proposal (RFP 784-25-2374) seeking an AI-powered virtual resume review software platform for integration with the Marilyn Davies College of Business Career Center. The platform must provide comprehensive resume feedback through an AI-powered review module with customizable templates, support single sign-on functionality using UHD credentials, and include a standalone landing page. The software will serve approximately 5,100 users, including students, alumni, staff, and faculty, with about 2,000 students expected to use the system annually in the BA3300 course. The initial contract term is three years with two optional one-year renewals, for a maximum of five years. Proposals were originally due January 24, 2025, at 3 PM CST, but were extended to February 3, 2025, due to hazardous weather. The evaluation criteria includes six categories: Quality of Resume Review Module (30 points), Platform Efficiency (20 points), UHD Staff Support (20 points), Quality and Completeness of RFP Response (10 points), Pricing (10 points), and References (10 points).
The procurement includes a mandatory 35% Historically Underutilized Business (HUB) subcontracting goal, requiring vendors to submit a detailed HUB Subcontracting Plan identifying Texas certified HUB vendors and non-HUB vendors they plan to use. Vendors must comply with specific Texas state certifications, including No Boycott Israel, No Boycott Energy Company, and No Discrimination Against Firearm and Ammunition Industries certifications, applicable to companies with 10 or more full-time employees. The system must integrate with Symplicity's API and support single sign-on frameworks including Shibboleth, SAML, and LDAP, and must comply with Texas TX-RAMP Certification requirements for data security. Required insurance coverage includes $1 million per occurrence Commercial General Liability, $5 million Professional Liability, Workers' Compensation, and $1 million Commercial Automobile Liability. While no specific budget was disclosed, the RFP indicates an existing incumbent provider whose contract is expiring, and vendors are encouraged to submit proposals demonstrating best value for the university.
