About this opportunity

The State of Illinois is requesting proposals for AI Assessment Services with a proposal due date of August 31, 2026. The scope encompasses a comprehensive assessment of artificial intelligence capabilities, applications, and readiness across state operations, including evaluation of current AI implementations, identification of potential AI use cases, assessment of organizational capacity and skills gaps, and development of strategic recommendations for AI adoption and governance frameworks. Deliverables include a detailed assessment report, use case analysis, and strategic recommendations.

Vendors must execute the Standard Illinois Certifications v.26.2~11, which imposes mandatory compliance across thirty-four substantive certification categories covering legal, financial, ethical, and operational compliance. These include certifications regarding educational loan defaults, criminal convictions (including bribery, felonies, and Sarbanes-Oxley violations), conflicts of interest, state debt delinquency, tax compliance, environmental violations, collusion, drug-free workplace requirements, equal employment opportunity, forced labor and child labor prohibitions, lobbying restrictions, and cybersecurity compliance. For multi-year contracts, vendors must recertify by January 1 of each fiscal year. False statements material to these certifications expose vendors to liability under the Illinois False Claims Act and may result in contract voidance, suspension, debarment, or civil and criminal penalties. These certifications apply in their entirety to all subcontractors.

Vendors must also submit taxpayer identification information on the required Illinois form, accommodating various entity types and requiring IRS acceptance letters for corporations. The standard terms and conditions document establishes the contractual framework but does not specify contract value, contract term, renewal provisions, evaluation criteria, or incumbent contractor details. Respondents should contact the State of Illinois agency to clarify these substantive terms before proposal submission.
