About this opportunity

The Lawton Water Authority, on behalf of the City of Lawton in Cleveland County, Oklahoma, is soliciting sealed bids for agricultural leases on multiple parcels of land held in trust. The procurement seeks lessees for agricultural purposes, including planting and harvesting cereal grain and forage crops, cutting and baling, and pasture and grazing livestock. The solicitation covers 23 properties across different areas such as Lake Lawtonka, Landfill, and Lake Ellsworth, with lease terms running from October 1, 2025 to September 30, 2030. Bidders may submit proposals for individual parcels or grouped lease areas, with minimum bid prices ranging from $18 to $35 per usable acre annually. The bid documents require comprehensive documentation, including a signed Invitation to Bid, affidavits, non-discrimination certificates, and a W-9 form. The submission deadline is August 6, 2025, with bid openings to occur at the City Clerk's office. The Lawton Water Authority will evaluate bids based on maximum economic return and reserves the right to award leases by individual item, group of items, or geographical basis.

The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Potential bidders must demonstrate the capability to maintain the leased properties, adhere to environmental stewardship guidelines, and comply with specific use restrictions. Lessees are prohibited from applying chemicals without prior written approval from the authority. While no incumbent vendors are mentioned, successful bidders will be required to manage the agricultural lands responsibly, with a focus on sustainable land use practices. The total potential value of the leases spans multiple properties, though exact aggregate financial terms are not explicitly stated in the bid documents. Interested parties must carefully review the specific requirements for each parcel, as intended uses and acreages vary across the different properties. The five-year lease structure provides a stable opportunity for agricultural operators seeking long-term land use agreements with a municipal water authority.
