About this opportunity

The State of Illinois Department of Agriculture is conducting an indefinite quantity (IQ) procurement for equipment rental services at the Du Quoin State Fairgrounds, with bids due February 17, 2026. The solicitation seeks a qualified vendor to provide various equipment on an as-needed basis, including articulating boom lifts (45' and 85'), variable reach forklifts, light towers, scissor lifts, mini excavators, stump grinders, UTVs, forestry mulchers, harley rakes, and tractors. All equipment must be delivered within 2-4 hours of request during standard business hours (8:00 a.m. to 4:00 p.m., Monday through Friday, excluding holidays) on a FOB destination basis inclusive of all costs and fuel, with a one-time pick-up and delivery charge for large equipment items that cannot be picked up by fairgrounds staff. Vendors must provide firm pricing for Year 1 with no allowable fuel cost escalations and must submit catalog or list pricing for Year 2 prior to the contract's second-year commencement. The contract will have an initial term commencing June 6, 2026, and ending June 5, 2028, with a maximum total contract term not to exceed ten years including renewal periods. Evaluation will be based on responsibility, responsiveness, and price, with the contract awarded to the lowest priced responsive and responsible bidder. Bidders must submit all required documents through BidBuy, including a Vendor Disclosure or IPG Active Registered Vendor Disclosure, an Offer to the State of Illinois, and the executed Contract document, with bids remaining firm for 90 days from opening.

Qualified vendors must maintain general commercial liability insurance of $1,000,000 per occurrence with $2,000,000 annual aggregate, auto liability insurance of $1,000,000 per occurrence, and worker's compensation insurance as required by law, naming the State as an additional insured. No subcontractors are permitted under this contract. Vendors responding to this opportunity must possess an active State of Illinois Vendor Registration Number and may claim applicable Illinois Procurement Code preferences such as Illinois Business Preference or Domestic Product Preference if proper affidavits and documentation are submitted. Business Enterprise Program (BEP) and Veterans Small Business Program (VBP) Utilization Plans may be required if applicable goals are established for this solicitation. The procurement is contingent upon appropriation of funds by the Illinois General Assembly, and the State reserves the right to terminate the contract for convenience with 30 days' written notice or immediately for cause. All Standard Illinois Certifications apply, including compliance with prevailing wage requirements, equal opportunity provisions, drug-free workplace requirements, and various statutory certifications related to debarment and environmental compliance. The contract documents do not specify a maximum contract value or estimated total price, with the maximum amount to be entered by the State prior to execution.
