About this opportunity
The City of Austin is requesting bids on aftermarket parts for medium- and heavy-duty trucks and equipment on an as-needed basis under IFB 7800 MAS1006REBID, with bids due September 17, 2026. A Local Business Preference applies to offerors with headquarters in the Austin-Round Rock-San Marcos Metropolitan Statistical Area (Bastrop, Caldwell, Hays, Travis, and Williamson counties); participation is optional and requires submission of a certification form with the bid.
The scope covers replacement parts and components supplied on as-needed purchase-order basis to support the City's fleet maintenance operations across multiple service centers. The contract is awarded to the lowest responsive and responsible bidder. Contractors must submit a revised price sheet (incorporated by Addendum 1, dated September 1, 2026), which contractors must acknowledge and return with their bid or risk rejection.
Offerors must complete mandatory certifications addressing debarment, collusion, conflicts of interest, wage-theft compliance (required training within 30 days of award), Israel and energy-company boycotts, discriminatory employment practices, LGBTQ+ conversion therapy prohibitions, and compliance with the Lone Star Infrastructure Protection Act. Nonresident bidders under Texas Government Code Chapter 2252.002 must declare status, and offerors must disclose whether equipment or materials were manufactured outside Texas.
A Small Business Preference program is available on an optional basis: Small Business Primes receive full preference; non-small-business primes partnering with small-business subcontractors at 5 percent or more of total contract value receive partial preference. MBE/WBE subcontracting goals do not apply, but contractors are encouraged to use certified small-business subcontractors, including MBE/WBE firms, where feasible. Subcontractors require prior City approval; key personnel designations must be submitted and remain stable throughout the contract term, with replacements subject to City approval.
Contractors must obtain a Certificate of Insurance prior to contract execution, with Workers' Compensation ($100,000 per accident / $500,000 by disease), Commercial General Liability ($500,000 per occurrence), and Business Automobile Liability ($500,000 combined single limit, or $250,000/$500,000 bodily injury with $100,000 property damage). Garage Liability may substitute at $500,000 Auto Only and $500,000 Aggregate. All insurers must carry an A.M. Best rating of B+VII or better and be authorized in Texas.
