About this opportunity
The Texas Facilities Commission (TFC) and the Texas Juvenile Justice Department (TJJD) are issuing a Request for Qualifications (RFQ) for architectural and engineering (A/E) services to design and construct two new secure, rehabilitative juvenile justice facilities in urban areas of Texas. The project aims to add at least 200 state-level beds to the juvenile justice system, with a total estimated construction budget of $200 million. The scope of work covers all design phases, including concept design, schematic design, design development, construction documentation, and construction administration. Respondents must submit their qualifications by November 22, 2024, and TFC plans to award the contract by January 16, 2025, with the project expected to be completed within 1,040 calendar days. The procurement includes Historically Underutilized Business (HUB) subcontracting plan requirements, and respondents must demonstrate their quality assurance and quality control processes as part of the evaluation criteria.
The current $200 million budget allocation is deemed insufficient, and TFC and TJJD will collaborate to secure an additional $75 million in supplemental appropriations to meet the project's requirements. The procurement utilizes the HUB Compliance Reporting System for the submission of HUB Subcontracting Plans (HSPs) electronically. The project team includes CBRE for site acquisition, Kitchell for project management, Kleinfelder Engineering for site due diligence, and Broaddus Planning for program requirements. TFC plans to provide or contract with third-party firms for various services, such as testing, commissioning, and construction materials testing.
