About this file

This document is an addendum to a Request for Qualifications (RFQ) issued by the Texas Facilities Commission (TFC) and the Texas Juvenile Justice Department (TJJD) for architectural and engineering (A/E) services to design and construct two new secure, rehabilitative juvenile justice facilities in urban areas of Texas. The project aims to add at least 200 state-level beds to the juvenile justice system, with a total estimated construction budget of $200 million. Respondents must submit their qualifications by the extended deadline of November 22, 2024, and TFC plans to award the contract by January 16, 2025, with the project expected to be completed within 1,040 calendar days. The procurement includes Historically Underutilized Business (HUB) subcontracting plan requirements, and respondents must demonstrate their quality assurance and quality control processes as part of the evaluation criteria.

The current $200 million budget allocation is deemed insufficient, and TFC and TJJD will collaborate to secure an additional $75 million in supplemental appropriations to meet the project's requirements. The procurement utilizes the HUB Compliance Reporting System for the submission of HUB Subcontracting Plans (HSPs) electronically. The project team includes CBRE for site acquisition, Kitchell for project management, Kleinfelder Engineering for site due diligence, and Broaddus Planning for program requirements. TFC plans to provide or contract with third-party firms for various services, such as testing, commissioning, and construction materials testing.

ADDENDUM #2

DATE: 11/13 /2024

REQ #: 0003293

TITLE: AE Services for TJJD Facilities PROPOSAL DEADLINE: 11/22/2024 at 3:00 PM

Addendum item #1: The following questions from potential Respondents were submitted for clarification.

# QUESTION ANSWER

1.

We’re inquiring on the status of HUB’s decision on submitting multiple HSP Plans for the above-referenced project, for the 3 site scenarios. And if not, how do they want us to submit different teams for each scenario with one plan.

Submit one plan.

Include all of your subcontractors for the different locations in the one plan. For example, if you have a different electrician for each location, you will list all three electricians in your plan.

2.

Do you know when HUB will confirm if multiple HSP Plans will be required for each potential project site?

See response to Question #1 above.

3.

As of today, we are at a critical milestone date to make the 11/19 deadline. We cannot predict HUB’s lead times for 1) HUB to approve a draft, and 2) final submission, should they require multiple plans. If HUB takes 5 days or more to review a draft, and then we still have to submit, we’re then late and disqualified.

Courtesy reviews can be submitted at any time prior to the due date. As long as the plan is submitted by the due date, it will not be disqualified for being late.

4. Do you think you will be extending the submission deadline based on HUB’s decision for the above?

No intention of extending the due date at this time.

5.

We will be partnering with another firm in a joint venture submission. Can we combine all of our information for Packages 1 and 2 and submit under one login, or do you require a submission from each of us?

The joint venture will be submitted as one package. Information on the joint venture (both firms) is to be included in the one package.

6.

Please clarify if the relevant projects in Section 3) Relevant Experience can be within past 10 years or the past 5 years.

TFC is requesting Respondents to provide experience on relevant projects over the past 5 years.

7.

Page 13, Section 3.c., do we list this response after the Attachment B Questionnaire Form? We do not see where there’s a place for this response on the form.

This information can be provided as an attachment to the Attachment B – AE Questionnaire form.

8.

Per the RFQ, questions are due on Tuesday, 12 November, and the Submission date is Tuesday, 19 November, leaving little time for distributing responses to inquiries, and teams revising submissions if response(s) material changes to proposal responses. Can the due date be pushed to Friday, 22 November, to allow time for teams to address responses to questions in our proposals?

This request to extend the due date is accepted.

The due date for this solicitation is extended as follows:

FROM: Tuesday, November 19, 2024 at 3:00 PM TO: Friday, November 22, 2024 at 3:00 PM

9.

Can the organizational chart be submitted in an 11” x 8” landscape format?

Yes.

10.

Page 11 lists the “Attachment B – A/E Questionnaire Form” to be included as second item in the “Package 2– Scored Documentation”. However, page 13 lists “Attachment B, A/E Questionnaire Form” to be included as third item after location. Could you clarify which submission order we should follow?

Follow the format on page 11.

11.

Does the TFC and/or TJJD envision the A/E team creating a “prototype” adapted to each facility’s specific site and mission (e.g., violent, mental health, etc.), or are these two distinct and different design solutions?

There are two facilities that need to be designed and built for TFC at this time.

12.

What is driving the aggressive timeline demonstrated in the Master Schedule? The proposed durations of each design phase are considerably shorter than the typical for projects of a similar scale and complexity and propose an early release package provided at 50% DD. The proposed duration for:

• Schematic Design is 45 business days

(9 weeks) compared to 12-14 weeks.

• Design Development is 60 business days (12 weeks) compared to 16-20 weeks.

• Construction Documents are 100 days (20 weeks) compared to 24-26 weeks.

We are committed to meeting the timeline outline in the project documents.

13.

On page 7, Section III, Statement of Work, Concept Phase outlines the general scope of work anticipated by the A/E team. Section III.1.A lists two components associated with the Concept Phase: 1). Planning Component, and 2).

Concept Design. Each component includes 3 to 4 tasks. The “Master Schedule” published in the New Facilities Project Implementation Plan (PIP) does not acknowledge the full Concept Phase scope outlined in the RFQ (below), only the Program Validation task is identified.

The PIP allocates 20 days for “Program Validation”, an inadequate amount of time to complete the full Concept Phase.

Which is correct, the scope description on Page 7 or the tasks listed in the Master Schedule?

The Master schedule timeline should be followed.

All other aspects of RFQ # 0003293 remain as is.
