About this opportunity
Jackson County, Missouri is issuing an Invitation to Bid (ITB) for a 24-month term and supply contract with one optional 12-month extension for advertising services related to delinquent land tax petitions and foreclosure sale notices for Kansas City and Independence. The procuring agency seeks a qualified vendor to provide typesetting, editing, and publishing services for three service categories: editing and publishing petitions for both Kansas City and Independence; editing and publishing sales notices for both locations; and editing and publishing optional late sales. The contractor will receive raw data files from the county and must edit them according to specified formatting rules, including condensing situs addresses, correcting word wrapping, adjusting line lengths to vendor standard column widths, and removing unnecessary information and blank lines. Deliverables include petition publications distributed as independent inserts for four consecutive Wednesdays and sale publications distributed as independent inserts for four consecutive Fridays, with the county estimating approximately 3,100 parcels for Kansas City and 500 for Independence in petition publications, approximately 2,100 combined parcels for sale publications, and potentially 5-500 combined parcels for optional late sales. All bidders must demonstrate a minimum of five years' experience providing similar advertising services to other municipalities, provide customer references, and either be located within the Greater Kansas City Metropolitan Area (eight counties in Missouri and Kansas) or provide documentation detailing how they would perform the work. Affidavits of publication must be submitted within two business days following each publication cycle. Bids must be submitted electronically through the Jackson County Bonfire Portal by 2:00 p.m. CDT on April 14, 2026, with questions due by 5:00 p.m. CDT on April 7, 2026, and proposals remain binding for 90 calendar days following the response deadline unless extended by mutual agreement.
Respondents must comply with Jackson County's Minority/Women/Veteran Business Utilization goals and Responsible Bidders Ordinance, and all bidders must obtain a Certificate of Compliance from the Jackson County Compliance Review Office prior to bid submission. Vendors must attest to being current on all Jackson County taxes, not being debarred or suspended by the General Services Administration, participating in federal work authorization programs, and complying with non-discriminatory practices and equal employment opportunity requirements. Bidders must declare Minority Owned Business (MBE), Woman Owned Business (WBE), and Small Business status with supporting certifications if applicable, and must be registered in good standing with the Missouri Secretary of State. Contractors must provide comprehensive insurance coverage including Commercial General Liability ($1,000,000 per occurrence/$2,000,000 aggregate), Commercial Automobile Liability ($1,000,000 combined single limit), Workers Compensation at statutory limits with Employers Liability ($500,000 each), and Excess/Umbrella Liability ($1,000,000 each occurrence), with Jackson County named as an additional insured. The county estimates annual spending of $10,000 for these advertising services, with quotes submitted on a per-line basis for each service category. No incumbent vendor or current contractor is identified in the solicitation documents, and the county reserves the right to split the contract award and to add or delete locations as necessary.
