About this file

This is an Attachment A document containing bid submission requirements and forms for Jackson County, Missouri's Request for Proposal No. 26-015 for advertising of Kansas City and Independence delinquent land tax petitions and foreclosure sale notices. The contract is a Twenty-Four (24) month term and supply contract with one (1) twelve month option to extend. Respondents must submit quotes on a per-line basis for three service categories: editing data and publishing petitions for Kansas City and Independence, editing data and publishing sales for Kansas City and Independence, and editing data and publishing optional late sales. The county will provide raw data files that contractors must edit according to specified formatting rules, including condensing situs addresses, correcting word wrapping without hyphenation, adjusting line lengths to vendor standard column widths, deleting miscellaneous county file information, and removing unnecessary blank lines. Addenda may be issued until the Question Response Deadline of 5:00 pm CDT on April 7, 2026, and respondents are responsible for regularly checking the Bonfire Portal for new addenda.

All vendors must obtain a Certificate of Compliance from the Jackson County Compliance Review Office prior to bid submission, with applications submitted at least five (5) business days before the bid deadline. Vendors must attest to being current on all Jackson County taxes and compliance with Chapter 6 of the Jackson County Code regarding non-discriminatory practices and equal employment opportunity. Respondents must complete an affidavit confirming no county officers, agents, or employees have financial interests in the bid, that the bidder is not debarred or suspended by the General Services Administration, and that the bidder participates in federal work authorization programs and does not knowingly employ unauthorized aliens. The bid submission also requires a Statement of Contractor's Qualifications including company structure, years in business, employee count, completed and current contracts, customer references, and subcontractor information. Minority Owned Business (MBE), Woman Owned Business (WBE), and Small Business status must be declared with supporting certifications if applicable.
