About this opportunity
Fayette County, Georgia is requesting proposals for Advanced Metering Infrastructure (AMI) design, implementation, and deployment across the Fayette County Water System under RFP #2000-P, with proposals due March 9, 2022 at 3:00 p.m. and a mandatory pre-proposal meeting on February 2, 2022 at 9:00 a.m. at 140 Stonewall Avenue West, Suite 100, Fayetteville, Georgia. Badger Meter, Inc. was awarded the contract; responders included AMI, Kendall Supply Inc., Aclara Technologies LLC, Consolidated Pipe & Supply, Delta Municipal Supply, Core & Main, and Mueller Systems.
The scope encompasses an integrated AMI solution spanning approximately 31,587 water meters across residential (29,701 units), non-residential (1,397 units including commercial, industrial, and irrigation), and government facilities. The project requires design of data collection systems, meter interface units (MIUs), water meters (3/4 inch to 10 inches diameter), headend software, and customer portal with installation and 15-year maintenance services. The solution must achieve 99.5% register read success within three days, 97.5% daily read success, 95% hourly interval data collection, and 100% network coverage with 2:1 collector redundancy. Integration with Tyler Munis billing system and Esri GIS mapping is mandatory. MIUs must support two-way communication, remote programming, tamper and leak alarms, and 20-year battery life with 20-year warranty (15 years full replacement, 5 years prorated). Water meters require AWWA compliance and NSF certification, with 10-year warranties for 3/4" to 1" meters and 2-year warranties for larger sizes. All equipment must operate across 30°F to 120°F and 0–100% noncondensing humidity. Pricing must include all licensing, cellular service for MIUs and backhaul throughout the contract term, equipment costs for up to three propagation study revisions, and all installation and site acquisition.
The installation contractor must hold Georgia utility contractor licensure with a Master Plumber available for service repairs, establish a warehouse and office facility within Fayette County, conduct mandatory background checks on all installation staff, and implement a Field Deployment Management system integrated with Tyler Munis. Installation work follows FCWS operating hours (Monday–Friday, 8 a.m.–5 p.m. November–March; 8 a.m.–6 p.m. April–October) with Saturday availability if behind schedule. Work orders require electronic collection with barcode scanning of Meter IDs and Endpoint serial numbers, GPS coordinates at sub-foot accuracy, digital photographs, and 5% QA/QC inspections. Installations must include Lead and Copper Rule survey support and meter box and shutoff valve replacements. Federal funding compliance per State of Georgia General Decision Number GA20210131 applies. Questions are due February 7, 2022. Contact Natasha Duggan at nduggan@fayettecountyga.gov.
